Primary objective
Develop and implement Livestock Biosecurity strategic policy and legislation to protect our primary livestock industries.

Context statement
This position is an essential component of livestock market integrity and facilitates and maintains ongoing access to both
international and domestic markets and freedom from emergency animal diseases.

Key duties and responsibilities
1. Provide high level research, analysis and advice to inform Government decision making and policy that address

biosecurity threats to livestock-based industries and are consistent with DAF’s strategic direction.
2. Provide advice to the Chief Veterinary Officer and Principal Livestock Biosecurity Policy Officer on biosecurity issues

that may impact on market access.
3. Support the development and Livestock Biosecurity Initiatives including projects.
4. Provide advice to managers and staff on complex policy matters covering food safety, traceability and regulatory

functions.
5. Establish and maintain collaborative relationships with key stakeholders across Government and industry.
6. Represent the Livestock Biosecurity Branch at high level forums and committees and in stakeholder engagement

processes.
7. Support emergency disease and pest responses in the Northern Territory through specific emergency roles in the control

centre, including support in the Emergency Operations Centre.

Selection criteria
Essential
1. Extensive experience in the planning, management and preparation of policy documents, options analyses and plans.
2. Experience in the development of policies, briefings and meeting papers in relation to biosecurity, regulatory and

technical issues.
3. Demonstrated high level of enthusiasm, personal drive, interpersonal and presentation skills and experience in working

collaboratively with industry sectors and associations.
4. Proven ability to work in an environment of competing demands to deliver outcomes within time frames, and to

independently prioritise work tasks and functions accordingly.
5. Extensive experience in developing, managing and evaluating projects.
6. Experience in the use of computer software including statistical packages and PowerBI for recording and analysing data.

Desirable
1. A University qualification relevant to the role is not mandatory but would be looked upon favourably.
2. Graduate Certificate in Public Policy or equivalent.
3. Several years’ experience in the cattle industry.
4. Knowledge and experience in emergency response and management
