Primary objective
Provide high level strategic advice and information to Departmental executive, staff, other departments, industry and the public in
relation to Crown land transactions, policies and procedures and interpretation and application of legislation associated with Crown
land transactions.
Key duties and responsibilities
1. Provide strategic advice to the Minister, Cabinet, Executive management, other agencies and tiers of government, developers,
and stakeholders to enable and support the delivery of complex, strategic land transactions.
2. Provide direction and leadership to a team in the delivery of land transaction projects within a confidential and sensitive
environment to deliver project outcomes.
3. Manage and support the delivery of land transactions, covering all aspects of land administration including negotiations,
settlement, contract management, land acquisition, land release, and dealing with native title, Aboriginal land claims and
community living areas.
4. Preparation and review of Cabinet and Ministerial documents and other correspondence and reports.
5. Develop and maintain productive working relationships and networks within the Department and with other agencies, external
organisations and key stakeholders.
6. Participate actively as part of a management team, including contributing to team development, business improvement and
change management initiatives.
Selection criteria
Essential
1. Management and leadership experience including planning, change management and resource management.
2. Demonstrated ability to provide accurate strategic advice, legislative and policy interpretation to the Minister, Executive
management, other agencies and tiers of government, developers and other stakeholders to support and enable the delivery of
complex, strategic land transactions.
3. High-level verbal and written communication skills including strong negotiation and conflict management skills and the
capability to establish and sustain productive working relationships and partnerships with internal and external stakeholders
across a range of technical, professional and management disciplines.
4. Demonstrated ability to balance commercial, development and public policy issues, assess risks and provide reasoned advice
within a complex and sensitive environment to deliver intended project outcomes.
5. Strong project management and organisational skills, including an ability to manage multiple and complex, strategic projects and
transactions and conflicting deadlines with demonstrated ability to deliver within set timeframes and financial constraints.
6. Ability to work in a cross cultural and diverse environment.
7. Sound understanding of frameworks, principles, legislation, standards, and practices relating to land administration and land
development.
8. Knowledge of public sector financial, tendering and procurement, contract management and service delivery frameworks
relevant to land administration and development or relevant related experience.
Desirable
1. Qualifications in law, business, conveyancing or other relevant discipline.
2. Experience working within a land administration or land development environment, including implementation of related
legislative and policy frameworks
