Primary objective
The Manager, Learning and Development Command provides leadership and advice in the identification, development,
design, validation and evaluation of accredited and non-accredited programs delivered by the Northern Territory Emergency
Service (NTES) and other Government agencies. The role manages financial and personnel resources to achieve these
outcomes.
Key duties and responsibilities
1. Lead, manage and provide strategic guidance in the development of training programs, training materials and delivery
mechanisms to ensure adequate preparation of volunteers, relevant and timely in-service training, clear development
paths and maximisation of training opportunities across the organisation.
2. Identify, develop, design, validate and evaluate accredited and non-accredited training and assessment programs for the
Northern Territory Emergency Service and other Government agencies.
3. In collaboration with internal and external stakeholders, lead and participate in projects to systematically evaluate all
learning and teaching processes and practices of the Learning and Development Command to improve outcomes.
4. Provide professional educational advice, guidance and assistance to the Director, Northern Territory Emergency Service
and assist and guide instructional staff in the design and development of training and assessment materials.
Selection criteria
Essential
1. Demonstrated experience leading and managing teams in a learning and development environment, including workforce
planning, performance management, capability development and the achievement of organisational objectives.
2. Demonstrated knowledge and experience in the analysis, design, development, delivery, coordination, implementation
and evaluation of education, training and workforce development programs.
3. Demonstrated experience developing, implementing and maintaining quality assurance and governance frameworks that
support effective learning and development outcomes.
4. Highly developed verbal and written communication, interpersonal, stakeholder engagement and project management
skills, with the ability to build productive relationships, negotiate outcomes and influence diverse stakeholders, including
subject matter experts, trainers and assessors.
5. Demonstrated ability to communicate and engage effectively with people from diverse cultural backgrounds and work
collaboratively across a broad range of internal and external stakeholders.
6. Demonstrated analytical, research and problem-solving skills, with the ability to apply theory to practice, prepare clear
and concise reports, manage competing priorities and deliver outcomes within tight timeframes.
Desirable
1. Tertiary qualification in a discipline related to Adult Education or Human Resource Management/Development.
2. Experience with volunteer education and/or training.
