Primary objective
Provide high-level, accurate and timely advice, manage and coordinate the development of and strategic support to the Office of
the Chief Psychiatrist.
Context statement
The Office of the Chief Psychiatrist (OCP) provides leadership in clinical governance, safety and quality, and regulatory oversight
of Territory-wide mental health services, as well as the development of strategic initiatives, advocacy and reform in line with the
Mental Health and Related Services Act and broader health system priorities.
Key duties and responsibilities
1. Provide high-level secretariat support to the Approved Procedures and Quality Assurance Committee (APQAC) through
monitoring, reviewing, and liaising with key stakeholders relating to Approved Procedures, guidelines and related
documentation.
2. Provide high-level coordination and support in the development and implementation of Continuous Quality Improvement (CQI)
initiatives, including the development of safety and quality guidelines and procedures.
3. Provide administrative and secretariat support on standards for safety and quality in clinical mental health services, on
workforce development and policy and administrative processes as appropriate.
4. Prepare and assist in the provision of reports, including an Annual Report, discussion papers, executive briefings and ministerial
correspondence.
5. Support reviews and assist in sensitive investigations into matters of a highly confidential nature.
6. Develop and maintain productive working relationships with colleagues and other stakeholders.
7. Follow defined service quality standards, work health and safety policies and procedures relating to the work being undertaken
in order to ensure high quality, safe services and workplaces.
8. Promote a positive workplace culture through role modelling behaviour, support learning, and development of staff, where
appropriate.
Selection criteria
Essential
1. Knowledge and understanding of safety and quality management principles and systems in the health care setting.
2. Proven high-level organisational skills and the ability to work under pressure, attend to detail, exercise initiative, complete tasks
in a timely manner, and work in a team environment with minimal supervision.
3. Demonstrated high-level interpersonal oral and written communication skills, including the ability to prepare high level
correspondence and with ability to interact effectively with people of various professional levels and from diverse cultures.
4. Ability to critically review and report on policy matters and governance.
5. Demonstrated ability to monitor projects against plans, manage priorities, and respond to changes in requirements in a timely
manner.
6. Experience in the formulation, implementation and evaluation of strategic and innovative policies and programs within health.
7. Demonstrated use of data systems management, Microsoft Office suite and Adobe applications.
Desirable
1. Knowledge of reform directions in mental health.
