Primary objective
The Assistant Director Business Strategy is responsible for coordinating and supporting the delivery of Student Wellbeing and Inclusion
Programs and Services (SWIPS) business functions, including strategic budget planning, financial management and coordination,
governance, risk management, performance reporting, and the operating model. The position provides specialist advice and project
management expertise to support organisational change management and the delivery of service and business improvement initiatives
across SWIPS, using evidence and stakeholder feedback to inform priorities and improve service delivery outcomes.

Context statement
Student Wellbeing and Inclusion Programs and Services (SWIPS) is part of Inclusion and Engagement Services, which provides
differentiated support services to reform inclusion and improve engagement and access to learning for children, students and communities.
Student Wellbeing and Inclusion provides advice, guidance and support to clients and stakeholders to ensure all children and students are
welcomed into an inclusive learning environment and are able to engage effectively with education and learn to their full potential.

Key duties and responsibilities
1. Lead the strategic coordination of SWIPS business planning, budget management, financial reporting, forecasting, governance, risk

management, performance monitoring and reporting to maximise the effectiveness in the delivery of programs and services
2. Manage SWIPS operating model to support organisational effectiveness and the successful delivery of the organisational design to

ensure SWIPS is delivering its objectives and aligned effectively with the department’s strategic objectives.
3. Lead and manage SWIPS organisational change management across SWIPS service delivery, business improvement and reform

projects, ensuring effective stakeholder engagement, communication, risk mitigation, and implementation of change outcomes
4. Develop and implement change management frameworks, tools and processes to support SWIPS organisational transformation,

service reform and business improvement initiatives
5. Establish and maintain strong collaborative and consultative relationships with a range of stakeholders including but not limited to

agency executives, senior managers and departmental staff members to support strategic priorities and ensure change initiatives align
with departmental systems, processes and objectives.

6. Provide professional leadership and high quality, timely advice to critical stakeholders and clients using an evidence-based approach.
7. Prepare high-level documentation including ministerial briefs, Legislative Assembly briefs, Estimates papers, Cabinet submissions ,

budget paper and executive reports.

Selection criteria
Essential
1. Demonstrated experience in strategic business planning and organisational effectiveness, including the development and

implementation of operating models and business processes.
2. Extensive knowledge and experience in budget management, financial planning, forecasting, monitoring and reporting, with the ability

to provide strategic advice, evaluate business plans and ensure the effective management of resources.
3. Demonstrated experience leading organisational change and continuous improvement initiatives, including project coordination,

stakeholder engagement, risk management and evaluation of outcomes, with proven ability to apply change management
methodologies and strategies to achieve sustainable improvement

4. Strong strategic thinking, planning and analytical skills, with the ability to identify priorities, drive team outcomes within tight
timeframes and in environments driven by high demand and competing priorities

5. Demonstrated experience in implementing improvements to business processes, technologies, systems and programs to address
identified needs and enhance organisation and service delivery outcomes

6. High level written communication skills including experience in developing change management plans, business process design, and
preparing of high level briefs, reports, submissions and other strategic documentation.

7. Highly developed communication, consultation and stakeholder engagement skills, with the ability to build productive relationships,
influence and negotiate outcomes, communicate complex information and collaborate effectively with a diverse range of internal and
external stakeholders

Desirable
1. Qualification in Business and or Project management or other formal training in a discipline relevant to the position.
