Primary objective
This role is responsible for the development, implementation and maintenance of the NT Fire and Emergency Services (NTE)
emergency management footing; seasonal planning and preparedness and related activities of Territory Emergency Management
Council (TEMC). It oversees grants and contract management relevant to emergency management services and contributes to
agency and cross government strategic and operational policy, procedures and plans relating to emergency management.

Key duties and responsibilities
1. Provide strategic leadership and direction for community and sector engagement in emergency management and TEMC,

ensuring the development, implementation, and maintenance of plans align with national standards and best practices
2. Provide leadership and support to agency delegates across NTFES. Support includes capability development through training,

mentoring and provision of information and expert advice.
3. Drive innovation and continuous improvement by generating and implementing new solutions to longstanding challenges,

leveraging insights from across the agency, NTG, and the national emergency management sector to enhance program
effectiveness and deliver sustainable, outcome-focused results.

4. Manage the financial, human and physical assets of the team to ensure alignment and delivery of NTES' priorities and
contribute to the management of the division.

5. Prepare high-level reports, submissions and briefing notes as appropriate.

Selection criteria
Essential
1. Demonstrated highly developed strategic, conceptual, analytical and creative skills, including the ability to exercise sound

judgement about corporate policy and business strategies.
2. Highly effective leadership skills, with a demonstrated understanding of the principles and practices of contemporary

management, including working with people under high duress and stress.
3. Demonstrated ability to manage human, financial and physical resources and to monitor the effectiveness and efficiency of

policies and programs across time.
4. Well-developed decision-making skills with demonstrated enterprising skills, exceedingly high levels of adaptability and

flexibility, particularly regarding new challenges and the use of new technologies, systems and networks to gain efficiencies,
maintain effectiveness and achieve results.

5. Strong communication, negotiation and conflict resolution skills, particularly in situations of critical stress and time pressure,
including the ability to represent NTES before a variety of stakeholders, including all levels of government.

6. Well-developed written and oral communication skills (including public speaking), commercial acumen and high-level strategic,
conceptual, analytical and collaborative capability.

7. Ability to translate business and emergency management response and recovery objectives into practical strategies,
identifying client and stakeholder needs and constraints, promoting the use of data and analysis within a corporate

8. Demonstrated ability to engage and influence diverse stakeholders, bring together complex perspectives into actionable
options, and communicate effectively—both in writing and public forums—while applying strategic insight, commercial

1. Tertiary Qualifications in Finance, Public Administration, or Government Relations.
2. Tertiary Qualifications in Emergency Management or Humanitarian Services.
