Primary objective
Provide leadership and operational management of Youth Justice programs across custodial and community settings, ensuring the
effective planning, delivery, monitoring and evaluation of programs, projects and service delivery contracts in line with Northern
Territory Government priorities, legislative requirements and reform initiatives. The role contributes to improved outcomes for
young people, particularly Aboriginal young people, through accountable, culturally responsive and evidence-informed program
delivery.
Context statement
Youth Justice Programs is responsible for developing, implementing, reviewing and managing youth justice programs, initiatives,
projects and associated contracts to improve outcomes for young people in, or at risk of entering, the youth justice system.
Key duties and responsibilities
• Lead and manage a team, providing direction, supervision and operational oversight to ensure the effective planning,
coordination and delivery of programs, projects and initiatives aligned with government priorities.
- Plan, coordinate, implement, monitor and evaluate Youth Justice programs, projects and initiatives across custodial and
community settings.
- Manage procurement, contract administration, acquittals and financial compliance for a portfolio of service delivery
arrangements, ensuring provider performance, accountability and adherence to Northern Territory Government procurement
and governance requirements.
- Deliver programs and initiatives that support rehabilitation, reintegration, community reparation and improved outcomes for
young people.
- Support the implementation of inclusive and culturally responsive programs, ensuring practices promote equity, cultural safety
and respect for diversity.
Selection criteria
Essential
1. Demonstrated leadership capability in managing complex programs and multidisciplinary teams in high-risk, high-profile and
sensitive environments.
2. Sound judgement, integrity and accountability in decision-making related to youth justice programs, contract management and
service delivery oversight.
3. Highly developed interpersonal, negotiation and influencing skills, with the ability to engage effectively with senior
stakeholders, operational staff, non-government organisations and community partners.
4. Well-developed cultural capability, including an understanding of Aboriginal cultures, community structures and the impacts of
disadvantage on young people.
5. Advanced knowledge of the youth justice system and relevant Northern Territory legislation, policy and operational
frameworks.
6. Sound knowledge of Northern Territory Government procurement, contract management, financial management, risk
management and governance requirements.
Desirable
1. Tertiary qualification in procurement, contract management, project management, public administration, youth justice, human
services, social sciences, youth work or a related discipline
