Who we are
Australia’s natural and cultural heritage is unique. Our land and seascapes are distinctive, home to plants and animals found nowhere else in the world, and to some of the oldest living cultures on earth. These environments and cultures are an essential part of our national identity, and visitors travel from across the country and the world to experience them. The Director of National Parks (the Director) is responsible for six national parks, the Australian National Botanic Gardens and 60 Australian Marine Parks established under the Environment Protection and Biodiversity Conservation Act 1999. Parks Australia are a division of the Department of Climate Change, Energy, the Environment and Water (the Department) and support the Director to deliver their responsibilities. We work to showcase these natural and cultural wonders to the world, demonstrating to all why these places are so special, and inspiring communities to become more invested in their care and future.

The Strategy and Indigenous Protected Areas Branch lead the delivery of the Indigenous Protected Areas Program and provides strategic oversight, advice, guidance, and capability support to the Director of National Parks, with a strong focus on supporting Indigenous land and sea management and protection of cultural heritage.

Parks Policy As a member of the Parks Policy team, you will play a crucial role in developing and shaping the strategy, budget and tourism policy of Parks across the department and government.

The jobs
We are recruiting for two positions:
The Budget Strategy team lead on the preparation and delivery of budget proposals for the Director and provide strategic advice and guidance on government processes. As an agile and proactive EL1, you would be required lead a small team to work closely with key stakeholders to develop policy and budget priorities that support the strategic objectives of the Director of National Parks and the wider department. In this role, you are part of a unique central team that works with all areas of Parks Australia, including joint-management reform, world heritage, parks infrastructure and marine park management as well as the broader department, and other Commonwealth departments.

The Tourism Policy team provides provide a parks-wide approach to address cross-cutting issues, promote consistency in visitor management principles and provide a national perspective on trends and best practice. The team provide leadership and advice on tourism and visitor experience matters across the Commonwealth parks and gardens, driving best practice visitor management that respects the World Heritage and cultural significance of these places. Exceptional stakeholder management skills are required for this role which involves working with Commonwealth, State and Territory government bodies and industry groups, tourism businesses and regional communities.

What you’ll gain from the experience
In the Budget Strategy role, you will further develop and strengthen your skills in preparing New Policy Proposals (NPPs), Cabinet submissions and costings, an in-demand skill within the Australian Public Service. You will receive exposure to government processes including financial, Cabinet and ministerial, and opportunities to build and develop relationships with other government agencies.

In the Tourism Policy role, you will deepen your experience in tourism policy and planning in a protected areas management context, working closely with First Nations communities and a range of internal and external stakeholders.

What we are looking for
We are seeking candidates who can demonstrate the following:
To be successful in these roles you will need to meet the general capability requirements of the EL1 level, and you will possess some or all of the following:

A quick learner, with strong written and oral communication skills and the ability to distil complex and technical information into plain English
High level organisational skills and excellent time management with the ability to supervise and lead junior staff
A high level of professionalism and judgement with a demonstrated ability to work autonomously in a fast-paced environment to manage risk
Strong research, problem-solving and analytical skills to identify gaps and opportunities and implement effective solutions to improve outcomes for the Division
A proven ability to work effectively with colleagues across multiple teams and external stakeholders, including the wider department and other Commonwealth agencies.

For the Budget Strategy role:

The ability to oversee and prepare a range of written material including cabinet submissions, briefing papers, talking points and Ministerial correspondence
Experience in preparing budget proposals and costings, including leading meetings with SES and other key stakeholders to determine key priorities across the division

For the Tourism Policy role.

Demonstrated experience and highly developed skills in tourism planning, developing relevant policies and strategies to inform improved visitor experience outcomes
Demonstrated experience engaging with tourism industry bodies to monitor emerging issues and innovations, supporting Parks Australia in staying current and leading best practice visitor management.
Demonstrated experience and knowledge of the tourism industry including planning and product development, managing protected areas, and working with First Nations tourism businesses and communities.

Desirable qualifications

Qualifications in environmental management, government, public policy, tourism or similar may be an advantage.

Eligibility and other requirements
Citizenship - to be eligible for employment with the Department of Climate Change, Energy, the Environment and Water you must be an Australian citizen.
Security Clearance - this position requires a Baseline Vetting security clearance. You will be required to obtain and maintain a clearance at this level.
Pre-employment checks - your suitability for employment will be assessed through a pre-employment screening process. This process includes a requirement to undergo and satisfy a National Police Check, referee checks, character clearance and where required a pre-employment medical assessment, specified mandatory qualification(s) validation and a probation period.
