The Opportunity

The Department of Parliamentary Services (DPS) has an exciting opportunity for an ICT Training Officer (Parliamentary Service Level 6) to play a key role in enabling digital adoption and capability uplift across the Australian Parliament. Working under limited direction, the position is responsible for designing, delivering and continuously improving contemporary ICT learning solutions that support the successful implementation and uptake of enterprise technologies, systems and services.

As part of the Information Services Division, the ICT Training Officer contributes to DPS’s digital business modernisation and transformation agenda under the Australian Parliament’s Digital Strategy 2023–2027. The role operates in a complex and client-focused environment, partnering with stakeholders across the parliamentary environment to identify learning needs, develop training strategies and resources, and support effective user adoption of digital tools and business solutions.

The role is responsible for the end-to-end coordination, delivery and evaluation of ICT training products, services and initiatives. It requires sound judgement, strong stakeholder engagement and a commitment to continuous improvement to ensure learning solutions remain relevant, accessible and aligned with organisational priorities.

Who we are looking for

We are seeking a talented learning and development professional with demonstrated experience in analysing, designing, developing, delivering and evaluating ICT training solutions in a complex service environment. The successful candidate will bring strong communication and stakeholder engagement skills, sound judgement and a client-focused approach to delivering contemporary learning solutions that meet diverse user needs.

You will be comfortable working under limited direction and managing your work with a high degree of independence, while collaborating effectively with subject matter experts, project teams, service delivery staff and clients. You will be able to translate technical and business requirements into practical, accessible and engaging learning experiences, using a range of delivery methods and digital tools.

You will also demonstrate a strong commitment to continuous improvement, with the ability to identify risks, adapt approaches, and recommend enhancements that improve learning outcomes and support successful digital adoption across the parliamentary environment.

A successful applicant may be required to periodically travel interstate for short periods of time.

A degree or diploma from an Australian tertiary institution (or comparable overseas qualification) in Adult Learning, Instructional Design or a related discipline is desirable, but not essential
Knowledge of, and experience working with Microsoft SharePoint, TechSmith Camtasia Studio, Adobe Photoshop, the Microsoft Power Platform (Power Automate, Power Virtual Agents) and demonstrated ability with scripting/coding languages (HTML, CSS and JavaScript) is desirable, but not essential.
Experience in customer outreach or equivalent roles involving stakeholder engagement, communication, and relationship management is highly desirable.

Duty Statement

Under limited/general direction undertake duties in accordance with the agreed standards for the specified classification. The duties will include, but are not limited to, the following:

1. Collaborate with internal and external stakeholders to conduct training needs analysis and design, develop and deliver ICT training strategies and solutions (in accordance with contemporary adult learning principles) that meet client training needs and provide informed advice and recommendations where required.

2. Collaborate with ICT project teams and subject matter experts to design, develop and deliver high quality training resources using a variety of approaches and digital technologies, ensuring quality assurance to support the implementation of new ICT products and services across the parliamentary environment.

3. Facilitate instructor-led training for a variety of commercial-off-the-shelf (COTS) products and parliamentary-specific ICT systems and applications, both in-person and online (via webinar) to Australian Parliament House Network users.

4. Manage third-party ICT training course bookings and delivery for parliamentarians and MOP(S) Act employees. Work with external training providers to coordinate course registration and manage rescheduling/cancellation requests as required.

5. Undertake customer outreach activities when required, including engaging with customers or stakeholders to provide information, support, and responsive service.

6. Monitor ICT training methods, report on their effectiveness, identify risks and issues, and suggest innovative solutions using new digital technologies to improve results and client
training.

7. Represent DPS and its clients at meetings and forums, providing informed input and managing stakeholders to achieve outcomes.

Selection Criteria

1. Highly developed written, oral presentation and interpersonal communication skills including the ability to effectively tailor communication style to suit different purposes,
audiences and formats.

2. Highly developed stakeholder engagement skills, including the ability to cultivate and sustain productive working relationships.

3. Proven ability to effectively undertake training needs analyses across an enterprise and design, develop and deliver training strategies and solutions, exercising judgement to prioritise work and provide informed advice to achieve identified corporate objectives and meet client learning needs.

4. Comprehensive knowledge of adult learning principles and demonstrated ability to practically apply this knowledge to the analysis, design, development, implementation and evaluation of training strategies and solutions utilising a variety of approaches and digital technologies.

5. Experience designing, developing and delivering multi-faceted training strategies and solutions for both commercial-off-the-shelf (COTS) and bespoke ICT systems/applications.

6. Demonstrated commitment to continuous improvement and learning processes, including the ability to identify improvement opportunities, implement solutions, and embrace and lead workplace change.

Salary

Currently, the salary range for this position is $101,168 - $113,706 per annum.

Conditions of Employment

Employment opportunities at the department are subject to a range of conditions prescribed in the Parliamentary Service Act 1999 which include:

Australian citizenship: Section 22 of the Parliamentary Service Act 1999 requires that employees of the Parliamentary Service are generally required to be Australian citizens. However, if you are not an Australian citizen you may be considered for engagement on the condition that you are able to gain Australian Citizenship within a specified time. Failure to obtain citizenship within the timeframe could lead to termination of employment.
Loss and resumption of Australian citizenship: Under historical provisions of the Australian Citizenship Act 1948 (section 17), some Australian citizens automatically lost their citizenship if they voluntarily acquired the citizenship of another country between 26 January 1949 and 3 April 2002. This loss occurred by operation of law and may not have been known to the individual at the time. Although these provisions were repealed in 2002 to allow dual citizenship, the repeal did not restore citizenship that was previously lost. Individuals who believe they may be affected are recommended to seek advice about resuming their Australian citizenship. Further information, is available on the Department of Home Affairs website.
- Applicants who progress to the offer stage with our department who have been affected by the loss of citizenship as outlined above will be required to demonstrate within a reasonable time that they have resumed, or are actively undertaking the process to resume, Australian citizenship.
Security clearance and character clearance: the preferred applicant will be required to obtain and maintain a security clearance at the level specified, as well as complete and be deemed suitable through a Nationally Coordinated Criminal History Check.
Health assessment: a pre-employment health assessment will be required where there are physical or medical requirements for the role.
External Work Approval: Employees must seek approval for any paid employment outside the department and declare voluntary activities that could impact their role.
