Primary objective
To provide strategic leadership, governance, operational and delivery oversight across the Department of Logistics and
Infrastructure. The Deputy Chief Executive Officer (DCEO) ensures the delivery of major infrastructure programs, manages key
stakeholder relationships, and drives organisational performance aligned with government priorities.
Context statement
The Deputy Chief Executive Officer (DCEO) serves as a key enabler in ensuring the seamless, consistent, and high-quality delivery
of infrastructure projects and services across the Built Infrastructure, Housing and Land Servicing, and Transport and Civil
Infrastructure divisions. This position is critical in aligning strategic initiatives, fostering collaboration among divisions, ensuring
delivery, and maintaining high standards of governance and stakeholder engagement. By driving integrated planning and delivery.
The DCEO leads the department’s overarching goal of delivering efficient, agile and sustainable infrastructure outcomes that
underpin the Territory’s social and economic development.
Key duties and responsibilities
1. Work closely with the CEO and Executive Leadership Board (ELB) to shape the strategic direction of the department, with a

specific focus on infrastructure delivery and civil infrastructure.
2. Oversee the coordination and delivery of capital works, maintenance, and strategic projects across multiple portfolios.
3. Lead and manage General Managers and Executive Directors, including those responsible for Built Infrastructure, Housing and

Land Servicing, Transport and Civil Infrastructure, and Corrections, to ensure consistent governance, project delivery, and
stakeholder engagement.

4. Collaborate with the General Manager of Corrections and other divisions to ensure alignment of infrastructure and operational
priorities, including correctional facilities and related services.

5. Be a delegate for procurement activities, ensuring compliance with government policies, effective contract management, and
value-for-money outcomes.

6. Manage relationships with government agencies, Ministers, peak industry bodies, and other key stakeholders to facilitate
infrastructure investment and socio-economic outcomes.

7. Support the development and implementation of policies, procedures, and governance frameworks to ensure operational
excellence.

8. Act as the department’s representative in the absence of the CEO, maintaining effective communication and decision-making
authority.

Selection criteria
Essential
1. Extensive experience in managing large infrastructure programs, with a proven ability to deliver complex projects on time and

within budget.
2. Demonstrated high-level leadership and strategic planning skills, with the ability to influence and motivate diverse teams and

stakeholders.
3. Strong understanding of government processes, policy development, and stakeholder engagement, particularly within the NT

context.
4. Excellent communication, negotiation, and relationship management skills, capable of representing the department at senior

levels.
5. Executive level problem-solving and decision-making capabilities in complex, dynamic environments.
6. Experience in high-value and complex procurement and contract management, ensuring compliance and value-for-money

outcomes.
7. Ability to collaborate effectively across divisions and NT Government agencies, to ensure alignment of infrastructure and

operational priorities, and Government objectives.
8. Tertiary qualification/s in a relevant discipline combined with relevant senior executive experience, or equivalent combination

of substantial relevant senior executive experience and education/training.
