Primary objective
Provide strategic, system-wide leadership for Northern Territory Government’s teaching, learning, curriculum, assessment, reporting and
certification priorities across Years 7–12 including administration of the Northern Territory Certificate of Education and Training (NTCET).
Drive delivery of the Department of Education and Training’s Strategic Plan by leading programs that strengthen school capability and
improve outcomes for all students through the executive leadership of secondary education, strategic reporting, Indigenous boarding
support, English as an Additional Language/Dialect (EAL/D), Indigenous languages and culturally responsive learning.
Context statement
Teaching and Learning Services (TLS) provides evidence-based differentiated services and support to schools to maximise outcomes for
Territory children and young people. Our services encompass quality teaching and learning, national and systemic assessment, transition
to boarding school support and policy coordination. TLS also plays a strategic role in implementing government priorities, offering expert
advice to the Minister for Education and Training and the department’s senior executives. We enhance our work by actively engaging
with a broad range of stakeholders to ensure best outcomes for all our clients.
Key duties and responsibilities
1. Provide executive level leadership, strategic and change management direction to TLS teams in researching, consulting, developing

and implementing whole of system high quality teaching, learning and curriculum programs and services for Years 7-12, EAL/D,
Indigenous languages and boarding with a focus on school improvement, Year 12 completion and increased NTCET completions.

2. Provide professional high-level advice and support at a system level to the Chief Executive, Executive Director and Minister on
teaching, learning and curriculum for 7-12, EAL/D, Indigenous languages and boarding support.

3. Provide high-level advice and support to a range of stakeholders on an array of sensitive and complex teaching, learning and
curriculum strategy, policy and program delivery matters across multiple geographical locations.

4. Responsible for leading the development and implementation of evidenced-based strategies and services to schools that impact
teaching, learning, curriculum outcomes for Years 7-12, EAL/D, Indigenous languages and boarding, ensuring programs are effectively
coordinated, monitored, measured, evaluated and reported.

5. Lead the development and implementation of high-level strategic data analysis and reporting for the Early Childhood and TLS
branches, including gathering performance data, undertaking in-depth assessments to identify areas for improvement and providing
high level reports for a range of purposes and audiences.

6. Develop and maintain effective working relationships and alliances across a broad range of stakeholders, including schools.
Selection criteria
Essential
1. Highly developed strategic, conceptual and analytical skills and demonstrated ability to access, design and implement strategies for

quality teaching, learning and curriculum for 7-12 and EAL/D, Indigenous languages to affect school improvement across the NT.
2. Substantial current working knowledge and understanding of quality teaching, learning and curriculum for 7-12, EAL/D, Indigenous

languages and boarding in the NT and nationally.
3. High level understanding of the structure of government and government processes, including well developed knowledge of the

critical elements involved in the preparation of briefings and complex reports.
4. Proven record in developing and sustaining productive working relationships and partnerships with internal and external stakeholders

including State and Australian Governments and a demonstrated ability to establish and sustain productive working relationships
across the department, schools, community and industry partners.

5. A creative and flexible approach to balancing policy and practice to ensure organisational objectives are met within approved budget
parameters and demonstrated high level of political awareness and cross-cultural sensitivities.

6. Outstanding interpersonal and communication skills including the ability to interact effectively with people from diverse cultures.
Desirable
1. Tertiary qualification in education or a field relevant to the key responsibilities of the position.
