Primary objective
Provide strategic leadership and expert advice to drive the planning, coordination, and delivery of land infrastructure and servicing
projects that support developments across urban and remote areas of the Northern Territory.
Context statement
The branch is integral to the Northern Territory Government’s efforts to support population growth and economic development
through the delivery of enabling land infrastructure and essential services. The Executive Director leads a multidisciplinary team
responsible for managing the delivery of subdivisions and enabling infrastructures, coordinating essential services such as water,
sewerage, electricity, and roads across diverse urban and remote environments.
Key duties and responsibilities
1. Lead a multi-disciplinary team in the delivery of land servicing program of works, including subdivisions and enabling
infrastructures (water, sewerage, electricity, roads), across urban and remote areas of the Northern Territory ensuring projects
are aligned to government priorities, delivered on time, within scope and budget.
2. Oversee program management activities including governance arrangements, procurement planning, quality assurance,
budget monitoring, and resource allocation to ensure projects are delivered on time, within scope and budget.
3. Collaborate with relevant Government agencies, industry sectors, community organisations and local government entities,
including shire and Aboriginal land councils, to inform plans and incorporate place-based decisions into project outcomes.
4. Monitor, analyse, evaluate, and provide strategic advice and reporting to senior management and government stakeholders.
5. Develop and implement management frameworks, methodologies, and best practices to enhance delivery effectiveness,
compliance, and sustainability.
6. Lead, motivate, and develop a high-performing multidisciplinary team, fostering a culture of accountability, innovation, and
continuous improvement.
7. Ensure compliance with relevant legislative, policy, and governance frameworks, proactively managing risks and promoting
cultural and environmental considerations.
Selection criteria
Essential
1. Extensive experience providing strategic leadership and direction in delivering land servicing and enabling infrastructure
programs across urban and remote Northern Territory regions.
2. Extensive technical knowledge of issues impacting land development, subdivisions, and essential services infrastructure to
engage confidently with stakeholders, and government counterparts; with proven experience in successfully navigating
political, business and community landscapes to leverage opportunities and resolve issues.
3. Proven ability to manage complex and diverse stakeholder relationships, including land councils, local and regional councils,
government agencies, and utility providers, with strong negotiation and conflict resolution skills.
4. Experience coordinating project delivery teams across multiple disciplines, with the ability to adjust resources and priorities
to meet changing program requirements.
5. Strong understanding of project management methodologies, human resources management, procurement processes,
contract management, and governance frameworks relevant to land servicing and infrastructure delivery.
6. Highly developed communication skills, capable of clearly and concisely conveying objectives and complex information to
diverse audiences ranging from ministerial level to on-site personnel and community members.
7. Tertiary qualification/s in a relevant discipline combined with relevant senior executive experience, or equivalent combination
of substantial relevant senior executive experience and education/training.
