What this job involves:
Our Project & Development Services (PDS) business line has a key role in managing the National Program Service (NPS) Package for the Defence Estate Works Program (EWP). The Program & Development Manager will be responsible for establishing and maintaining relationships with key Defence Groups and Services stakeholders while supporting the management of programs and projects within the EWP. The role requires strong communication and coordination skills to liaise between Defence stakeholders, Base Services Contractors (eg: PAS) and broader Estate Service Delivery teams.
An overview of the role:
Manage the bundling of Requirements into projects and support multiple projects within the EWP
Collate feedback from Defence Stakeholders including Estate Land Management and Base Service Contractors
Uplift accuracy of data from Defence systems to improve accuracy of the PERL
Lead the development of Project Briefs for each Potential Project
Conduct viability assessments with action recommendations
Make procurement recommendations to Defence
Analyse previous project and industry benchmarking data to be utilised in PDS Proposal assessments
Support the coordination of prioritisation activities for Potential Projects
Assist in scheduling Approved Projects in the Approved EWP
Support the development and maintenance of program schedules and budgets
Prepare program update reports and support program and project reporting
Support the management of estate risk and program outcomes
Assist in managing and monitoring program and project performance
Support stakeholder engagement and communication activities
Assist in identifying and mitigating program and project risks
Support the assessment of PDS Proposals
Assist in the preparation of Request For Proposal documentation
Support efficient access to Defence Sites and facilities
Provide accurate reporting on aspects of the EWP
Sound like you? To apply you need to have:
Baseline Clearance (or the ability to obtain this ie: Australian Citizenship) is mandatory for this position
A degree in a relevant Project, Construction Management, Property or related discipline
A minimum of seven (7) years of experience in a relevant property or construction-related discipline or related field
Alternatively, a combination of formal education and experience totalling more than eight (8) years, with at least six (6) years focused on Design, Construction, Project Management, or Program Management
Experience in managing multiple high complexity projects
Strong knowledge of project and program management methodologies, tools, and processes
Familiarity with advanced program control techniques and integration methodologies
Demonstrated success in aligning program objectives with organisational strategic goals
In-depth understanding of industry terminology and project delivery methods
Experience in the development and implementation of program-level budgets
Understanding of the legal environment for each project in respect of planning, commercial aspects and delivery constraints
Advanced proficiency in software applications commonly used in project and program management
Excellent written and verbal communication skills
Proven experience in coordinating program activities and working effectively with stakeholders
Strong knowledge of budgeting principles and experience in tracking program financials
