Primary objective
Lead and oversee strategic workforce planning, governance and continuous improvement initiatives across Student Wellbeing and Inclusion
Programs and Services (SWIPS) to strengthen workforce sustainability, capability and performance. Provide strategic leadership in workforce
analysis, planning and reporting to inform attraction, recruitment, retention and capability development strategies, ensuring a skilled,
multidisciplinary and future-ready workforce that supports effective service delivery and improved educational outcomes of students.
Context statement
Student Wellbeing and Inclusion Programs and Services (SWIPS) is part of Inclusion and Engagement Services, which provides differentiated
support services to reform inclusion and improve engagement and access to learning for children, students and communities. Student Wellbeing
and Inclusion provides advice, guidance and support to clients and stakeholders to ensure all children and students are welcomed into an inclusive
learning environment and are able to engage effectively with education and learn to their full potential.
Key duties and responsibilities
1. Lead the implementation, monitoring and evaluation of SWIPS Allied Health Professional Workforce Implementation Plan, including the

delivery of initiatives across the four strategic priorities of attraction, recruitment, retention and future-ready workforce capability to
strengthen SWIPS workforce sustainability and support a skilled, multidisciplinary allied health workforce across SWIPS.

2. Lead the planning, governance and delivery of complex strategic workforce projects, including the development and management of project
plans, work plans, project milestones and schedules to ensure successful delivery of workforce priorities

3. Develop and implement innovative workforce attraction, recruitment and retention strategies for the SWIPS allied health workforce, including
talent pipelines, career pathways, employee engagement and strategic partnerships, to meet current and future workforce needs.

4. Conduct research and analyse workforce trends across the allied health, education and broader workforce sectors to identify emerging issues,
best practice and innovative workforce solutions that inform, strategic planning and workforce development initiatives

5. Provide strategic workforce forecasting and workforce analytics through the collection, interpretation and reporting of workforce data, labour
market intelligence and workforce supply information to identify emerging trends, workforce risks, capability gaps and future workforce
requirements to support evidence-based decision-making.

6. Prepare a range of high-quality strategic documents including, briefs, submissions, reports, ministerial correspondence and other written
materials

7. Provide strategic workforce advice, analysis and recommendation to SWIPS senior leaders, supporting informed decision-making on workforce
planning, recruitment, retention, workforce risks, capability development and organisational priorities

8. Lead and support a small team by providing leadership, coaching, mentoring and fostering a culture of collaboration, innovation and continuous
improvement.

9. Undertake additional duties, projects and initiatives as directed that support emerging workforce priorities, business needs and the strategic
objectives of the Department.

Selection criteria
Essential
1. Demonstrated experience in strategic workforce planning and development, including the design, implementation and evaluation of workforce

initiatives that support workforce sustainability, capability and organisational performance
2. Strong analytical and strategic thinking with the ability to anticipate workforce trends, identify emerging risks and opportunities, and develop

innovative workforce solutions that respond to changing labour market conditions
3. Demonstrated experience in end-to-end recruitment, talent acquisition and workforce planning practices, with the ability to develop and

implement innovative recruitment strategies and frameworks to attract and retain skilled professionals.
4. Proven expertise in workforce attraction, recruitment and retention, including the development of innovative strategies, talent pipelines and

workforce solutions to address workforce challenges and support future workforce requirements
5. Demonstrated ability to embrace and champion new ways of working, applying innovative thinking and creative problem-solving to deliver

outcomes in fast-paced environments characterised by high demand, competing priorities and tight timeframes.
6. Highly developed stakeholder engagement, consultation and influencing skills, with the ability to establish and maintain strategic partnerships,

provide authoritative advice, negotiate and influence outcomes, and communicate complex workforce issues effectively to diverse internal
and external stakeholders.

7. Exceptional written communication skills with the ability to prepare high-quality executive briefings, strategic reports, project plans, and other
strategic correspondence that clearly communicate complex workforce issues and recommendation.

Desirable
1. Qualification in Human Resources, Business and/or Project management or other formal training in a discipline relevant to the position
2. Contemporary knowledge of allied health workforce issues, trends, workforce planning and service delivery models.
