Primary purpose of the position

The Recreational Facilities Supervisor is responsible for the safe, compliant, and efficient
operation of Council’s recreational facilities, including two unmanned community gyms
(year-round) and two seasonal aquatic facilities. The role ensures facilities are
well-maintained, customer-focused, and operated in accordance with Council policies, NSW
legislation, and industry standards. During the aquatic season, the position leads and
coordinates casual pool staff whilst overseeing the operational requirements of the
community gyms. During the off-season, the position contributes to pool and grounds
maintenance and provides operational support to other Council departments.

Department and Branch Description

Forming part of the Sustainability, Land, and Compliance Department, the Business and

Strategy Directorate, is responsible for planning, environment, business improvement,

records and information management, contract administration and economic development.

Key accountabilities
Within the area of responsibility, this role is required to:

Aquatic Facility Operations

Oversee daily operations of two pool facilities.

Maintain water quality, plant operations, and chemical management.

Ensure compliance with WHS, Royal Life Saving, and Council policies.

Manage cash handling, kiosk operations, and customer service as required.

Staff Supervision

Recruit, train, roster, and supervise casual and seasonal staff.

Lead a positive, safety-focused workplace culture.

Monitor staff performance and provide feedback.

Seasonal Workload & TIL Management

Work weekends and peak periods during the swimming season.

Accrue Time-in-Lieu (TIL) during busy periods.

Use TIL during the off-season, with overtime or additional leave as required.

Off-Season Responsibilities

Assist with winter pool maintenance and preparation for reopening.

Provide operational support to other Council teams, including:

o Water & Sewer

o Parks & Gardens

o Roads and Infrastructure

Participate in cross-department training and skill development.

Community Engagement

Promote pool programs, events, and community initiatives.

Maintain positive relationships with patrons, schools, and community groups.

Fitness Centre Operations (Year-Round)

Oversee daily operations of two unmanned gyms, ensuring cleanliness, safety, and

functionality.

Conduct inspections and report/repair maintenance or safety issues.

Monitor equipment condition and organise servicing or replacement.

Ensure compliance with WHS legislation and unmanned facility standards.

Maintain risk assessments, incident records, safety audits, and emergency

procedures.

Manage access systems, CCTV monitoring, and incident follow-up.

Oversee membership administration (sign-ups, renewals, cancellations, commercial

agreements).

Respond to customer enquiries and feedback.

Track facility usage and prepare operational reports.

Monitor expenditure and minor procurement in line with Council procedures.

Review and update operational procedures.

Prepare usage statistics and recommendations for service improvements.

All positions in Council involve multi-skilling and consequently the interchange of duties may

be required for the effective operation of the department. The duties described above are

indicative of the primary duties that a person appointed to the position would be expected to

perform and should not be regarded as the sole duties applicable to the position. Other

duties may be assigned in accordance with skills, experience, and training.

Selection Criteria

Essential
• Class C Drivers Licence

Pool Lifeguard Certificate (or willingness to obtain)

Senior First Aid/CPR Certificate

Certificate III in Pool Operations (or willingness to obtain)

demonstrated ability to supervise staff, including rostering and performance support

strong customer service and communication skills

experience with basic facility maintenance, inspections, and contractor coordination

negotiation skills for managing behaviour issues with patrons
communication and interpersonal skills for dealing with staff and customers and

motivating a team

ability to maintain accurate records, reports, and compliance documentation.

ability to work flexibly across weekends and extended hours during the swimming

season

extensive knowledge of WHS, Royal Life Saving and other relevant compliance

obligations.

Desirable
• Certificate IV in Pool Operations

Aquatic management experience

Confined spaces certificate

Common requirements of the position

Willingness to have Council conduct a Criminal History Check.

Agree to undertake a medical assessment by Council’s nominated medical

practitioner if required and to be medically fit to undertake the full requirements of the
position.

Manage projects in accordance with corporate standards.

Willingness to work flexible hours to meet the requirements of the position.

Behaviour in accordance with Council’s policies and the Code of Conduct.
Report environment issues that may become evident when carrying out the position
