Employment Type: Temporary Full Time (12-month contract maternity leave cover until September 2027)

The Mental Health Commission NSW is seeking interested applicants for the position of Senior Project Officer,Mental Health and Wellbeing Reform Team. This is an exciting opportunity to contribute to the development of NSW’s Mental Health and Wellbeing Reform Strategy.

The Commission is a small agency based in the Sydney CBD and working within hybrid workplace guidelines.

Primary Purpose of the Role - The Senior Project Officer plays a pivotal role in advancing the Mental Health Commission's strategic reform agenda by leading, managing and delivering high-impact projects that promote community mental health and wellbeing.

Working within a collaborative team, the role is responsible for contributing to the development of whole government strategies including:

Developing whole of government strategic plans/frameworks to improve community mental health and wellbeing across the domains of a person's life
Overseeing projects and reports to inform and support systemic mental health reform
Strengthening integration, coordination and collaboration across government and the broader mental health and social service system to facilitate systemic reform efforts, embedding the leadership and expertise of people with lived experience.

The Senior Project Officer role leads strategic projects that support improved systemic co-ordination and outcomes for people through the development of frameworks, plans and strategies. The role provides capability in mental health research, written communication and project management to support the Commission in its responsibilities to help shape and drive reform, promote community mental health and wellbeing, and improve outcomes for people with a lived experience of mental health challenges, and of carers, family and kin.

Key Accountabilities:

Prepare frameworks and strategies that respond to emerging mental health challenges and ensure they are informed by people with lived experience and other stakeholders and consider the broader context across the mental health and wellbeing sector.
Develop, lead and manage strategic projects, and, where appropriate, ensuring they are co-designed with people with lived experience, carers, and other relevant organisations.
Undertake environmental scanning of systemic issues relevant to the reform priorities of the Commission to inform projects and strategies.
Actively engage with the sector to promote and facilitate the sharing of knowledge and information about mental health challenges to improve outcomes and improve people's experience of services and supports.
Interpret impacts of expenditure on services and outcomes for people with lived experience of mental health challenges and carers, family and kin.
Develop and maintain relationships with relevant stakeholders, including federal and state government and non-government organisations, and facilitate formal and ongoing engagement.
Prepare high quality briefs, discussion papers, correspondence and presentations to support the information needs of the Executive and Commissioners.
Prepare and/or assist in the preparation of a broad range of communications including Ministerial briefings, correspondence, parliamentary question responses, speech notes, presentations and discussion papers.
Advocate for and promote the prevention of mental health challenges and early intervention strategies for mental health, and for improving the experiences and outcomes for people living with mental health challenges across their life domains
Undertake research activities as required.

Key Challenges

Managing small to medium projects involving consultants and contractors.
Delivering well considered work to a high quality within short or urgent timeframes.
Managing consultations, negotiations and cross-agency partnership arrangements on sensitive and related issues with a wide range of stakeholders of varying philosophies, priorities, capacities and interests.

Essential Criteria

Knowledge and strong analytical skills in writing reports on key areas relevant to mental health, suicide prevention or health reform.
Excellent verbal and written communication skills and the ability to organise and present complex information in a clear, logical and systematic way.
Strong project and contract management skills.
Ability to develop and manage evaluation and review projects.
Strong ability to engage with stakeholders on a range of Commission priority areas.
Ability to display initiative, sound organisational skills, capacity to multi-task, meet deadlines and prioritise work in a high-volume work area.
Demonstrated ability to work independently or as a member of an effective, multi-disciplinary team.
Knowledge and understanding of the role of the NSW Mental Health Commission and the mental health sector.
