Who we are
The Inspector-General of Water Compliance (Inspector-General) is an independent statutory role and an identified integrity agency, supported by staff provided by the Department of Climate Change, Energy, Environment and Water (the Department). Inspector-General’s vision: Water management and use within the Murray-Darling Basin is lawful, transparent, and accountable, and the Australian public is confident in the integrity of Basin Plan delivery. Inspector-General’s purpose: The Inspector-General ensures various government bodies, water managers and users in the Murray-Darling Basin (the Basin) comply with their obligations under the Water Act 2007 (Cth) (Water Act) and the Basin Plan 2012 (Cth) (Basin Plan) and drives governments and water managers to uphold high standards of integrity and performance. The Inspector-General’s role includes oversighting the performance of government agencies in the management of Basin water resources, as well as ensuring compliance with various commitments under legislation. The Inspector-General currently has offices located in Adelaide, Albury, Brisbane, Canberra, Dubbo, Goondiwindi, Melbourne, Mildura and Sydney. The Inspector-General can support regional relocation to one of our Basin communities.
The Media and Communications team is responsible for leading and managing:
- Inspector-General of Water Compliance media and communications activities, including media and issues management, corporate and internal communications, targeted media and communications projects, creative content development, graphic design, and social media.

Working closely with department’s centralised web services team to coordinate and develop content and content accessibility compliance for the Inspector-General of Water Compliance’s website.

Working closely with business areas to develop and deliver targeted communications activities and media work to improve community and stakeholder awareness of the Inspector-General of Water Compliance.

Improve knowledge of the Murray-Darling Basin and Basin Plan in the context of the Inspector-General’s work, powers and responsibilities.

Raise awareness of successful regulatory and enforcement work by the Inspector-General of Water Compliance, and Basin-wide agencies, that support the successful delivery of the Basin Plan.
The job
This position provides expertise in delivering a high standard of graphic design services to internal business areas within the Inspector-General of Water Compliance. The role works with the media and communications team to develop and lead the dynamic design of all public-facing branded assets, and create dynamic visual content for publications, video, web and social media. The role is responsible for creating consistent, high-quality visual content using Adobe Creative Cloud (Photoshop, Illustrator, InDesign, After Effects), and ensures consistency across all the agency’s branded assets. The role leads and champions accessibility and plays a critical business function by coordinating the ongoing design and ‘look and feel’ requirements for content specific to the Inspector-General of Water Compliance website. The role is ideal for someone who can:
- Clearly demonstrate their level of experience and competency, preferably as multi-disciplinary designer with extensive experience in graphic, digital, motion graphics, 3D motion graphics, and animation.

Demonstrate an ability to work as a highly adaptable self-managing multi-disciplinary designer, able to deliver high-quality outputs across multiple media while solving complex creative, technical, and graphic design challenges.

Receive a detailed brief with often complex and technical content and apply their skills and experience to design and deliver a product that engages the audience, conveys information through accessible and easy-to-understand design, such as infographics (print and digital/video)

Act as the central contact point and coordinator of all third-party design requirements, eg. graphic design contractors, and printing services for the Inspector-General of Water Compliance.

Demonstrate a well-developed skillset across graphic design. Enjoys – and has extensive experience – designing and managing the end-to-end delivery of print, branding, logo design, brochures, posters, infographics, screen graphics, large format design/print, outdoor signage, trade stands, and digital kiosk design.

Demonstrate experience across digital design, including coding for website, and design of dynamic social media content for different platforms and audiences.

Work alongside an in-house production capability and provide expertise and experience in motion graphics, video post-production, animation, and 3D motion graphics.

What we are looking for
We are seeking candidates who can demonstrate the following:
Knowledge and Experience
- Brand development. An understanding of or ability to write and maintain a guideline for brand standards across all internal and public-facing communications and media content.

Brand guardian. Demonstrated ability to provide guidance to internal stakeholders and external suppliers to ensure corporate branding consistency, quality, and compliance.

Toolkit and template development. Can demonstrate design and implementation success of an organisation wide self-service solution for visual communications toolkits and templates.

Project and stakeholder management. Experience coordinating design teams/contractors, allocating studio workflow, monitor deadlines and quality; liaise with internal stakeholders, Executives, and external contractors; provide business areas with practical solutions for budget, timing, and mitigating production challenges.

Problem solving. Experienced in identifying and resolving technical and design issues, including workflow ‘bottlenecks’, software limitations, and production challenges. Experience implementing systems and solutions that improve team efficiency and output quality, and measures impact/success of work delivered and client satisfaction.
Skills and Capabilities
- Senior graphic designer with proven experience in project coordination; building lasting relationships with clients and stakeholders; liaising with and directing external contractors; budgeting and costing for design related work; using digital asset management systems or content databases; troubleshooting and maintain a standalone design studio/asset; and experience with MS Windows hardware and software systems.

High level of literacy across PC Windows and Apple studio environment with a demonstrated fluency in the full Adobe Create Suite, Maxon Cinema 4D (or similar), Microsoft Office suite, Microsoft SharePoint, HTML/CSS, and CMS platforms.

Mandatory qualifications
- Relevant tertiary or professional qualifications, including design, visual arts, communications, journalism or similar.

Hold and maintain a valid Australian motor vehicle drivers’ licence.

Hold and maintain a ‘Provide First Aid’ certification (or equivalent) or the ability to obtain one within 12 months of engagement or direction.
Citizenship - to be eligible for employment with the Department of Climate Change, Energy, the Environment and Water you must be an Australian citizen.
Security Clearance - this position requires a Baseline Vetting security clearance. You will be required to obtain and maintain a clearance at this level.
Pre-employment checks - your suitability for employment will be assessed through a pre-employment screening process. This process includes a requirement to undergo and satisfy a National Police Check, referee checks, character clearance and where required a pre-employment medical assessment, specified mandatory qualification(s) validation and a probation period.
