Primary objective
The Business Manager provides strategic and operational leadership, advice, and management support in the areas of finance, procurement,
administration, infrastructure and human resources in a busy and demanding school environment, including liaison with Department of Education
and Training and NT government work units.

Context statement
Top End School of Flexible Learning is undergoing significant structural changes due to recent developments in youth detention. This includes the
relocation of the Tivendale campus to the new Holtz Centre, the expansion of the Holtz Youth Detention Centre's capacity from 46 to over 85 in
2025, and the formalisation of the Bail Support campus on Foundation Road, Pinelands/Holtz, which began as a trial in July 2024. These changes
have necessitated increased staffing, equipment, policy revisions, and staff upskilling across both sites.

Key duties and responsibilities
1. Provide leadership, performance development and overall supervision of the non-teaching staff within the school to ensure the effective

provision of procurement, administration, infrastructure, budgets, financial management and classroom support services for the school,
including coordination of relief teachers and non-contact time.

2. Provide efficient and effective coordination of staff recruitment and professional development in partnership with centralised service providers.
3. Ensure the School Representative Body’s responsibilities as an employer are met including financial support to Tennant Creek High School

Council treasurer, processing of complex payrolls and compliance with legislative requirements.
4. Develop and implement corporate and business support services that provide cost effective, timely and appropriate delivery including grants

management systems and appropriate management of internal controls.
5. Implement an ongoing program of continuous improvement for strategic improvement goals through corporate support systems and

processes including, attendance and wellbeing initiatives, proactive data collection, analysis and performance monitoring and reporting.
6. Coordinate, facilitate and implement infrastructure and asset management within the school, including contract management and oversight for

repairs and maintenance programs, Workplace Health Safety, security, use of School facilities and equipment.
7. Liaise and negotiate with centralised service providers to coordinate delivery of business services and support achievement of school and

departmental strategic objectives.

Selection criteria
Essential
1. Demonstrated experience leading effective program delivery in the following business support areas, administration, financial

management, procurement, human resource management, records management, asset and facility management.
2. Demonstrated experience in reviewing and developing workplace policy to support business processes and systems, identifying opportunities

for continuous improvement.
3. Demonstrated ability to collect, analyse and report on business support activities, including preparation and presentation of financial

information, using an evidence-based approach to provide appropriate strategic and operational advice to management and other
stakeholders.

4. Demonstrated high-level communication skills and demonstrated ability to build and maintain effective networks and collaborative
partnerships with a range of internal and external stakeholders.

5. Demonstrated experience in the management of financial accounting systems (such as MYOB or similar) and the capability to perform all
financial functions of the workplace (including payroll), whilst ensuring both legislative and policy compliance.

6. Demonstrated experience in the management and leadership of a service delivery team, including the ability to manage pressure and lead
change, demonstrating adaptability, flexibility and resilience whilst maintaining integrity and confidentiality.

Desirable
1. Demonstrated experience in the use of Microsoft Excel (Advanced).
2. A working knowledge of the education systems and the school environment to contribute to the development of business support strategies

and initiatives.
3. Relevant qualifications in accounting, business or working towards it.
