The purpose of this job is…..

The ADF Health Services Contract (ADFHSC) provides integrated, end to end health support to 85,000 Australian Defence Force personnel across 59 facilities. Services span primary and occupational healthcare, dental, physiotherapy, mental health, pharmacy, health administration and rehabilitation, as well as pathology, imaging, radiology, allied health, specialist services, patient transport and other off base care delivered through Bupa systems.

The Strategy and Insight Manager leads workforce analytics, establishes and maintains forecasting capability and planning for the ADF Health Services contract. This is a hands-on technical role. You’ll spend your time collecting data, analysing data and building models. Ultimately, the role builds trusted workforce data and forecasting models to support national rostering across 50+ Health Centres, inform operational decisions and optimise workforce resources.

Responsibilities include:

Develop workforce insights, forecasting models and reporting to support safe and effective workforce planning across ADF Health Centres.
Translate business and contractual requirements into a strategic roadmap for workforce capability, data and system improvements.
Establish consistent, evidence-based workforce planning methodologies and data quality standards.
Lead the development and ongoing improvement of workforce forecasting and capacity planning models.
Identify, gather and analyse workforce, rostering, activity and demand data to inform staffing requirements.
Support the implementation of the National Workforce Management System, including data gathering, migration and ongoing system improvements.
Analyse workforce trends, risks and opportunities and provide actionable insights to operational and senior leaders.
Build dashboards and reporting for workforce KPIs, forecasting and performance.
Partner with operational teams to translate workforce forecasts into practical staffing and rostering plans.
Continuously improve forecasting accuracy, data quality and workforce processes as the system matures.

What you’ll need to make it possible

SQL or similar for extracting and combining data from multiple system
Python or R for building forecasting models
Advanced Excel, including Power Pivot
Demonstrated hands on experience building, forecasting and capacity planning models. This role owns the technical build, not just the data preparation.
Experience estimating true demand where the data is constrained by delivery capacity to model demand that was never recorded, rather than forecasting historical throughput. Proven experience forecasting demand from operational data including modelling seasonality and other recurring patterns and producing forecasts at site, regional, and national levels that reconcile to each other across multiple sites.
Extensive experience with workforce management systems and forecasting/capacity planning tools.
Highly analytical mindset with an ability to transform numbers into actions.
Strong commercial acumen with an ability to understand, interpret and communicate complex business opportunities to both senior leadership and a grass roots audience.
Postgraduate qualification in Business, Commerce or Communications or related discipline will be highly regarded
Strong problem-solving capability, with the ability to quickly identify and resolve core issues.
A high level of financial and commercial acumen, with a record of identifying opportunities and implementing sustained improvement initiatives.
Very strong project and change management capability.
