Primary objective
Provide leadership and oversight of high-level administrative services to support the multidisciplinary health teams within the Custodial
Care setting.
Context statement
Working collaboratively with a multidisciplinary Primary Health Care team, this position provides leadership and oversight of
administrative services within the Prison Health setting. This role is responsible for managing a team of administrative officers (AO2–AO4)
spread across multiple sites in the Top End and is responsible for managing administrative operations, including high-level document
preparation, records management, financial and human resource processes. The position contributes to the effective delivery of health
services to persons in custody in the Top End. The successful applicant will be required to hold a current manual driver’s licence and must
meet Northern Territory Correctional Services and Police, Fire and Emergency Services security clearance requirements and must hold a
current Working With Children Card.
Key duties and responsibilities
1. Lead and manage a team of administrative staff across multiple custodial sites in the Top End, ensuring effective supervision,
performance management, and professional development.
2. Allocate and monitor workloads, manage staff leave and rosters, and adjust resourcing to meet operational demands.
3. Oversee and coordinate day-to-day administrative operations to support service delivery within a custodial care environment.
4. Provide high-level secretariat support to management and governance forums, including coordinating meetings, preparing agendas,
recording minutes, and monitoring action items.
5. Develop, implement and refine administrative systems and processes, monitor service delivery standards, and proactively identify and
resolve operational issues to ensure efficient, compliant and high-quality service delivery. Build and maintain effective relationships
with internal and external stakeholders, including clinical teams, custodial staff, and partner agencies.
6. Contribute to workforce planning, recruitment processes, and onboarding of new staff.
7. Foster a positive workplace culture through exemplary leadership practices and role modelling behaviour.
Selection criteria
Essential
1. Demonstrated experience working within a custodial health, correctional or comparable complex service environment, with high-level
administrative expertise in coordinating complex operations and service delivery.
2. Demonstrated experience and high-level ability to lead, build and manage a high-performing administrative team, including
recruitment, induction, supervision, performance management, mentoring and training, as well as effective workforce management
through the coordination of staff leave and redeployment to meet operational requirements
3. Demonstrated high-level oral and written communication skills with the ability to build effective relationships with stakeholders, peers
and departmental staff, and to exercise tact and diplomacy while maintaining confidentiality.
4. Highly developed self-motivation, time management, and organisational skills, with the flexibility to prioritise tasks, manage competing
demands, work under pressure, and adapt to changing priorities.
5. Demonstrated ability to proactively apply initiative to effectively analyse and resolve complex and practical problems.
6. High-level information technology skills, including corporate information systems, email, word processing and spreadsheets.
7. Strong work ethic, including punctuality, reliability, professionalism and discretion.
Desirable
1. Certificate III or above in business administration or equivalent qualifications.
