Financial Assets and Liabilities and Workplace Safety (FALWPS) Group

The FALWPS Group provides advice and reports on the State's financial assets and liabilities, associated financial risks and workplace safety policies. This includes the State's investments, debts, superannuation and insurance claims liabilities, and guarantees. FALWPS is also responsible for providing governance and prudential oversight of the State's public financial corporations (PFCs) and providing policy oversight for WorkSafe Victoria (WorkSafe), the Transport Accident Commission (TAC) and ESSSuper.

The FAL group is made up of three teams:

Balance Sheet Management
Financial Policy
Workplace Safety

This position is located within the Financial Policy team, whose responsibilities are focused on providing advice to government on policy issues relating to public sector superannuation, state insurers, public sector investment policy, the prudential supervision and governance oversight of the State’s PFCs.

Key Accountabilities

Autonomously manage board appointments for the State’s PFCs and related entities. This includes developing briefings and Cabinet and Governor in Council submissions, managing the upcoming pipeline of appointments, assisting with recruitment processes for board appointments, undertaking probity checks and communicating directly with appointees.
Assist with policy development and governance oversight of key agencies, including WorkSafe, TAC, Workplace Injury Commission and Medical Panels. This includes preparing briefings on annual reports, performance reports, possible parliamentary questions and correspondence.
Develop and maintain strong working relationships with key stakeholders across the Department and externally, including with other departments and agencies.
Actively participate as a member of the Financial Policy Team and contribute to other priority tasks as required to achieve the objectives of the Department.

About You

We are seeking applicants who have demonstrated experience from the following criteria:

Policy development and analysis skills, including managing the design and implementation of public policies, identifying risks and overseeing the governance of government agencies.
Project management skills, including autonomously managing processes, setting and adhering to timelines, managing risks, and responding to competing and changing priorities.
Well-developed written and verbal communication skills including experience preparing a range of written products, such as correspondence, emails, briefs and Cabinet submissions, to a high standard.
Stakeholder management skills, including the ability to develop and maintain positive relationships with a wide network of stakeholders and identify key stakeholder risks and issues.

Experience and qualifications

Tertiary qualification in public policy, economics, law or a related field.

This role is a 10 month fixed term position. The role is an 0.6 Part time role. This position is only open to applicants with relevant rights to work in Australia.
