Primary objective
Lead, manage and provide strategic advice related to the delivery of complex, politically sensitive communication and
stakeholder engagement projects supporting all Transport Planning projects to enable the delivery of a safe, quality,
environmentally responsible transport system.

Key duties and responsibilities
1. Provide strategic advice on communication and stakeholder engagement to internal and external stakeholders for all

transport planning projects including the preparation of communication and stakeholder engagement plans.
2. Lead, manage and report on the delivery of complex, politically sensitive, communication and stakeholder engagement

projects.
3. Facilitate opportunities for stakeholders to have input into planning solutions for transport initiatives; monitor and

respond to stakeholder enquiries in collaboration with project directors; facilitate high level discussions with stakeholders
to identify, manage and resolve conflict, issues and problems on complex planning projects.

4. Produce high-quality, project-specific communication materials to support the stakeholder engagement process.
5. Lead the contract management of communication and engagement consultants in line with project timelines, negotiating

contract variations, overseeing data management, monitoring budget expenditure, authorising payments and overseeing
the reporting process.

6. Work closely with the Communication, Media and Engagement unit to develop media briefs for Transport Planning
projects and assist with responding to media queries and facilitating media opportunities.

7. Actively contribute to a culture of achievement, develop and maintain effective collaborative partnerships with key
internal and external stakeholders at all levels and represent the department at various forums.

8. Develop and maintain effective governance and reporting systems in all areas of responsibility to ensure timely
identification and management of risks and service standards.

Selection criteria
Essential
1. Proven in-depth knowledge of and experience in industry stakeholder engagement, including stakeholder analysis,

planning engagements and communication.
2. Well-developed communication, interpersonal and influencing skills with the ability to work constructively with people

from a range of cultural backgrounds and in a team environment.
3. Proven skills in the preparation of quality high level documentation including stakeholder engagement plans, reports and

communication materials
4. Proven awareness of environmental and cultural issues, policies and initiatives in the context of transport planning in the

Northern Territory that may impact on stakeholder engagement.
5. Proven high level skills and experience in project management methodologies, practices and tools across the full project

life cycle.

Desirable
1. Degree in Marketing, Communications, Sociology, or other relevant discipline.
2. Proven ability in delivering effective outcomes in a complex environment in geographically diverse locations and cross-

cultural environments.
