The Policy and Data Analyst role will undertake data modelling and budget analysis to inform policy development as part of a team working on the implementation of kindergarten reform, driving strategic initiatives focused on the expansion of kindergarten in Victoria.
This role is responsible for supporting the maintenance and utilisation of a range of complex modelling tools - strong excel skills are essential.

Are you passionate about delivering great outcomes for children and families? We're looking for a Policy and Data Analyst to actively contribute to data modelling and budget analysis, and policy development and as part of the Modelling and Provision team, working on the expansion of kindergarten and helping to deliver a series of new reforms in early childhood education in Victoria.

The Policy and Data Analyst is responsible for supporting the maintenance and utilisation of a range of complex modelling tools - strong Excel skills are essential.

The work also includes being involved in policy analysis and development. As such it requires a policy and data all- rounder who is experienced in:

understanding the quantitative implications of policy views and decisions
data analysis and translating data results into insights
using data insights to support business decisions
navigating ambiguity and uncertainty to develop practical solutions.

The successful candidate will also support the work of the team by:

monitoring the implementation of reform through analytical tools and reporting; and
strengthening existing internal and external stakeholder relationships in order to drive the reform.

This role involves strong collaboration within a high-performing Branch and Division that is supportive, friendly and passionate about improving child outcomes and driving policy reform.

This role provides a real opportunity for an individual with data and policy analysis skills to expand and develop while working in this Government's signature social policy reform project.

The Policy and Provision Branch plays a key role in shaping the implementation of the Best Start, Best Life reforms, supporting the strategic direction and implementation of the reform activity as it specifically relates to whole of reform program management and monitoring, policy and integration, infrastructure and local planning, and modelling and provision.

About the Department

The department provides a wide range of learning and development support and services.

The department provides policy leadership, plans for the future of education in Victoria and leads key cross-sector collaboration. The department plays an important system steward role by providing support, guidance, oversight and assurance across early childhood and school education systems, as well as directly providing school education and 50 new early learning centres.

About the Division

Kindergarten Expansion and Funding Reform (KEFR) works collaboratively across the Department and with the sector to undertake place-based service delivery and monitoring, support the ongoing supply of early childhood teachers and educators and deliver infrastructure projects to ensure the success of these reforms.

About the Role

Working in the Modelling and Provision team, the Policy and Data Analyst support policy development, data analysis and translation of findings into actionable insights that inform strategic decision-making to shape the design and implementation of the Best Start, Best Life reforms.

Attributes

The successful candidate will demonstrate policy, analytical and communication skills, experience in using data and evidence to inform policy advice, and an ability to collaborate with stakeholders and work effectively in a team environment.

The role requires a proactive self-starter with a good understanding of government systems and processes and an ability to work in a complex, sensitive environment.

As our ideal candidate you will have:

A strong understanding of modelling approaches to identify quantitative impacts of different policy options
Policy skills including analysing and critically evaluating in formation, and identifying the potential implications and risks of proposed policy options
Well-developed conceptual and analytical skills, with demonstrated ability to undertake research and synthesise information from diverse sources
The ability to translate data results into actionable insights to inform strategic decision-making
The ability to navigate ambiguity and uncertainty and develop practical solutions to complex problems
Strong written communication skills
Experience working collaboratively with internal and external stakeholders on complex policy issues.

Desirable Qualifications and Experience

A well-developed understanding of Victorian Government system and processes
Tertiary qualification(s) in a relevant field
