The VCAA is a statutory body responsible to the Victorian Minister for Education, serving both government and non-government schools. We provide high-quality curriculum, assessment and reporting for all Victorian students birth to 18 years.
Role Purpose
The Business Analyst contributes to the development of technological requirements and the analysis of solutions for the department. The role engages with stakeholders and undertakes business and data analysis to generate insights, inform planning and support future technology scenarios.
As the primary liaison between business divisions and the IMT Branch, the Business Analyst acts as the “front door” to ICT services. The role elicits, clarifies and documents business requirements; captures and triages service requests; supports demand prioritisation; and translates business needs into structured briefs for the Enterprise Architecture Unit and downstream delivery functions.
Working closely with business stakeholders and relevant IMT units, the Business Analyst documents business requirements and supports the development of functional specifications for approved initiatives. The role helps bring together business context, user needs and technical considerations to ensure requirements are clearly defined, understood and ready to inform solution design and delivery.
The Business Analyst facilitates collaboration among business stakeholders, technical specialists and delivery teams to establish a shared understanding of problems, desired outcomes, dependencies, risks and constraints. The role supports options analysis, process improvement, benefits identification, and the development of business cases and recommendations, ensuring proposed solutions are evidence-based, fit for purpose and aligned with departmental architecture, security, information management and governance requirements.

Qualifications and Experience
Essential
- 3-5 years' experience in business analysis, ICT stakeholder engagement or a similar role in a complex environment.
- Demonstrated success building and maintaining strong relationships with business stakeholders, including senior stakeholders.
- Experience acting as a key point of contact for ICT demand, service requests, intake or stakeholder engagement processes.
- Strong facilitation, communication and documentation skills.
- Experience in demand management, project intake, service request triage or requirements analysis.
- Demonstrated ability to elicit, analyse and clearly document business requirements.
- Demonstrated ability to work with business stakeholders and relevant technical teams to support the development of functional specifications for approved initiatives.
- Proven ability to translate between business and IT language.
- Proven ability to translate complex business needs into clear technical requirements and communicate technology concepts in language appropriate for non-technical audiences.
- Experience analysing business processes, systems and datasets to identify issues, dependencies, risks, improvement opportunities and actionable insights.
- Ability to prepare high-quality artefacts such as business requirements, process maps, options analyses, briefing papers, business cases, user stories and recommendations.
- Sound analytical, critical-thinking and problem-solving skills, including the ability to evaluate solution options and make evidence-based recommendations.

- Bachelor's degree in information technology, business or a related field, or equivalent experience.

- Experience working in government, education or another large, complex organisation.
- Understanding of government or education sector complexity, accountability requirements and governance arrangements.
- Business relationship management or business analysis certification.
- Knowledge of contemporary delivery approaches, including Agile, hybrid and traditional project methodologies.
- Experience using data analysis and visualisation tools, including advanced Excel functions such as pivot tables, formulas and charts.

About the Division
The Corporate Services Division supports the VCAA in delivering high-quality services through strong governance, operational support and enabling functions.
The IMT Branch plays a key role in supporting the organisation's digital, technology and information management needs.
Within the IMT Branch, the IT Projects Unit is responsible for leading and delivering complex ICT projects that support organisational priorities and contribute to implementation of the VCAA ICT Strategy and roadmap. The unit works across business and technical teams to provide structured project management, strengthen governance, coordinate delivery resources and support consistent, transparent and disciplined project delivery practices across the branch.
