Step into a unique opportunity delivering payroll to Victoria’s first government owned early learning centres. Provide guidance on payroll and HR issues, help build and document effective processes, and ensure timely and accurate payroll delivery across the employee lifecycle. Your work will directly support child safety and strengthen the HR experience for Early Learning Victoria’s early learning professionals.

Early Learning Victoria (ELV), as part of the Department of Education, is leading the roll-out of 50 government-owned and operated early learning centres by 2032, with 18 currently operating. Our centres offer long day care, three and four-year-old kindergarten and pre-prep in accessible, play-based environments connected to local communities. We are committed to creating enriching work environments, encouraging professional growth and maintaining the highest standards of child safety.

About the Role

1 x ongoing, full time VPS3 role available.

The Workforce team partners with Early Learning Victoria's early learning professionals throughout the employee life cycle, delivering high-quality HR support, practical advice and clear, consistent policy guidance.

In this role, you will:

Deliver effective end-to-end payroll across the employee lifecycle, focusing on accuracy and providing practical guidance on policy, legislation and process.
Identify and investigate payroll discrepancies and contribute to improvements in payroll processes and documentation.
Partner with the Payroll Specialist and Team Leader to resolve complex HR issues and drive continuous improvement.

Ensure compliance, audit readiness and high-quality payroll data and reporting.

About you

The successful candidate will bring:

A genuine interest in HR/payroll and contributing to the important work of Early Learning Victoria, with a commitment to child safety principes through their work
A proactive, collaborative and solutions-focused approach, with the ability to manage competing priorities and contribute positively to team goals.
Good written and verbal communication skills, with the ability to translate policy and procedure into practical advice.
Sharp attention to detail, taking pride in accuracy and high-quality outcomes.

A focus on integrity, confidentiality, transparency
Strong IT skills, with the agility to learn and adapt to new systems and processes.

Qualifications and Experience

HR/payroll experience in a dynamic, operational environment.
Experience in the early childhood or government sector would be advantageous but is not essential.

Tertiary qualification in Human Resources (or similar/equivalent) is desirable.
