Primary objective
Provide strategic leadership, high quality advice and coordinated delivery of whole-of-government strategic policy, legal policy and
priority public policy functions within the agency.

Context statement
This role provides key leadership in the design, delivery and coordination of the agency’s strategic policy and legal policy functions.
The position leads complex, high priority policy initiatives and legislative reform of strategic importance to the Northern Territory,
ensuring strong whole-of-government alignment, high quality advice to government, and effective coordination of priority reform
activity across portfolios.

Key duties and responsibilities
1. Lead relevant portfolios in relation to strategic policy, legal policy, legislative reform, and priority whole-of-government policy

initiatives.
2. Provide critical evidence-based analysis and high-level strategic advice to senior executives, the Chief Minister and Cabinet,

and key stakeholders on complex social and legal policy issues impacting the Northern Territory.
3. Lead cross-agency coordination, policy design and implementation of complex and sensitive strategic policy initiatives,

legislative reforms and priority projects of high value to the Northern Territory.
4. Drive the development and delivery of whole-of-government strategies, ensuring alignment and integration across portfolios

in progressing government priorities, including legal and social reform agendas.
5. Build and maintain effective, trusted partnerships and collaborative relationships across the NT Government, with statutory

office holders and with other key stakeholders to progress complex policy and reform priorities.
6. Lead and oversee the preparation and quality assurance of high-level reports, submissions and correspondence, including

Cabinet submissions, Legislative Assembly briefings, legislative reform proposals, and responses to inquiries and reviews.
7. Represent the Department in high-level policy, legislative reform and strategic stakeholder forums, and contribute to whole-

of-government discussions on priority reform issues.
8. Deliver results through strong executive leadership, fostering a culture of performance, collaboration and accountability;

modelling organisational values; and driving high-quality outcomes, strategic performance reporting and advice across the
sector.

Selection criteria
Essential
1. A tertiary qualification in public policy, law or a related discipline, or significant demonstrated senior executive leadership

experience in delivering complex and diverse strategic policy and legal policy reform initiatives.
2. Exceptional collaborative, communication and interpersonal skills, with a demonstrated ability to establish and sustain

productive working relationships across government and with key stakeholders, demonstrating high levels of political acumen
and professional judgement.

3. Substantial knowledge and understanding of contemporary issues facing the Northern Territory, including strategic social
policy challenges and government reform priorities across a range of whole of Government policy areas.

4. Demonstrated ability to lead, design and grow high-performing teams, with strong people management, governance, corporate
strategy and leadership capability, including the ability to lead change, manage uncertainty and build organisational capability.

5. Highly developed strategic, conceptual and analytical skills, including expertise in policy advice, coordination and development,
legislative frameworks, and the provision of clear, risk-based advice on complex issues.
