Primary objective
Lead the development and delivery of strategic fisheries policy for the Northern Territory, including statutory plans and
supporting policy, to ensure ecologically sustainable, economically viable and socially responsible fisheries. Provide high-
level advice to deliver evidence-based outcomes aligned with Government priorities.
Context statement
The Fisheries Division is responsible for the sustainable management and regulation of the Northern Territory’s fisheries
resources. The Fisheries Policy unit is responsible for developing and maintaining legislative and policy frameworks that
support sustainable fisheries management in the Northern Territory. The role leads a small team and works closely with the
fisheries operations, science, and compliance teams within the Division, as well as with key external stakeholders including
industry and Traditional Owners.
Key duties and responsibilities
1. Lead the review, development and amendment of statutory management plans and supporting policy to enable their
effective and efficient implementation.
2. Provide high-quality policy advice and evidence-based reasoning to senior executives and the Minister on fisheries
management, emerging issues and reform priorities.
3. Manage and lead the Fisheries Policy team, including setting work priorities, mentoring staff and ensuring the delivery
of high-quality, evidence-based policy outputs.
4. Lead complex policy and legislative reform projects, including preparing Cabinet submissions, Ministerial briefings and
regulatory instruments.
5. Lead stakeholder engagement and consultation processes, building strong relationships with industry, Aboriginal
organisations, recreational sectors and government partners to inform policy development and implementation.
Selection Criteria
Essential
1. Demonstrated experience in policy development, research and critical analysis, with the ability to provide strategic,
evidence-based advice on complex fisheries or natural resource management issues.
2. Demonstrated ability to develop and implement legislative, regulatory or policy frameworks, preferably within fisheries
or natural resource management contexts.
3. Excellent written and oral communication skills, with proven ability to prepare high-level briefings, Cabinet submissions
and policy documents for a range of audiences in plain English.
4. Proven ability to lead and manage a team, including setting priorities, mentoring staff and delivering outcomes within
tight and competing timeframes.
5. Highly developed stakeholder engagement and negotiation skills, with the ability to build productive relationships and
manage complex or sensitive issues.
6. Demonstrated project management experience, including leading complex policy or reform initiatives and delivering
outcomes in a challenging and dynamic environment.
Desirable
1. Tertiary qualifications in fisheries science, marine or environmental management, public policy, law, or a related field.
