Full Job Description

Reporting to the Operations Manager Coffs Harbour Airport, the Airport Safety Officer is responsible for maintaining a safe, secure efficient and compliant aerodrome. The position reports hazards and facility unserviceability issues to minimise the risks to aviation safety. The position provides day to day supervision of the airfield positions such as the Works Safety Officer and Wildlife Management resources. This position is a key position for a certified aerodrome under the Civil Aviation Safety Regulations.

Department : Operations

The Operations team is responsible for directing and overseeing all operational management elements of CHA.

Key Responsibilities of Role:

Objective 1: Maintain a Safe and Compliant Aerodrome

Undertake aerodrome serviceability inspections (runways, taxiways, aprons) including airspace intrusions (e.g. cranes) in accordance with the Aerodrome Manual and Civil Aviation Safety Authority (CASA) Aviation Safety Regulations, Manual of Standards Part 139.
Supervise the activities of all duty CHA airfield staff and contractors on a day to day basis, including Work Safety Officers and Wildlife Management officers.
Maintain constant radio contact with Air Traffic Control.
Monitor relevant NOTAM and raise aerodrome serviceability related NOTAM.
Undertake wildlife hazard management activities including dispersal of birds, bird-counts and other wildlife management activities as required to maintain aviation safety standards.
Undertake the functions of Aerodrome Reporting Officer in relation to airport safety and serviceability.

Objective 2: Maintain a Secure Aerodrome

Implement security procedures as required by the Airport Security Program.
Undertake security surveillance of the designated security areas.
Monitor the separation of screened and unscreened passengers on the RPT apron.
Monitor and regulate the safety of the passengers and operators on the RPT apron.
Prepare correspondence, reports and record sheets on matters relating to Airport security, safety and serviceability.

Objective 3: Other Responsibilities

Control the movement of pedestrian and vehicular traffic movement through airside access control gates.
Maintain gate and door security to all airside areas.
Be responsible for the safety of all employees and contractors engaged on works on the movement area and adjacent airside areas.
Administer the provision of appropriate safety and security related regulations, rules, orders and local laws.
Be proficient in the Airport Operational Officer’s procedures in respect of the Airport Emergency Plans (AEPs) and participate in AEP exercises and planning activities.
Maintain all airside markers and markings.
Maintain and clean RPT apron of all oil and fuel spills to prevent further damage.
Assist with Airport maintenance activities as may occasionally be required, as part of a flexible small- team approach.
Ensure personal safety and the safety of others by following Coffs Harbour Airport’s policies and procedures, cooperating with all reasonable instructions and actively participating in all health & safety training and consultation.
Undertake such other relevant duties as required from time to time which would generally fall within the scope of this position.

NOTE: Along with other key operational positions, this position may be required to participate in an on-call response roster on a regular basis. These arrangements will require the participant to adhere to a number of alcohol consumption and travel related restrictions. Additionally, this position is required to participate in Coffs Harbour Airport’s Emergency Plan response arrangements.

CERTIFICATIONS & EXPERIENCE

Qualifications:

Aerodrome Reporting Officer or Works Safety Officer Certificate

Experience:

Demonstrated ability to operate within a team environment with a focus on provision of quality service.

Understanding of broader Airport operations, services, security and maintenance activities

Experience in incident and emergency response, liaising with first responder organisations (Fire, Ambulance, Police).

Demonstrated experience in Airside operations (wildlife management) and safety including:
Familiarity with Air Traffic control procedures and requirements

Preventative measures for operating in a highly hazardous environment

Airport associated plant and equipment operations

Knowledge and Technical Proficiency:

Well-developed written and verbal communication skills. Sound knowledge of Aerodrome Manuals and Security Programs Operational and non-operational radio procedures

AEP procedures
Airport Operational, Safety and Security procedures
Sound planning, organisational and problem-solving skills

Other:

Possession of, or the ability readily acquire:

Aeronautical Radio Operator Certificate,
Class LR driver’s licence and appropriate endorsements to operate airport equipment.
Firearm Licence through Registered Training Organisation,
Aviation Security Identification Card

The appointee will be subject to random drug and alcohol testing and pre-employment testing under the requirements of the Civil Aviation Safety (CASA) regulations CHA has established several behaviours that form the minimum expectations around “how” work activities are performed. These are:
