An exciting opportunity exists to join the Corporate Services Division in the IMT Branch, Enterprise Architecture & Governance Unit as a Portfolio Scheduler in an ongoing full-time position.

The VCAA is a statutory body responsible to the Victorian Minister for Education, serving both government and non-government schools. We provide high-quality curriculum, assessment and reporting for all Victorian student's birth to 18 years.
Role Purpose
The Portfolio Scheduler leads the creation and execution of technology strategies that align with departmental values, the VCAA ICT Strategy and roadmap, and broader strategic objectives. The role provides expert support in technology management, fosters innovation and supports transformation across the department.
This role is responsible for supporting the planning, coordination, scheduling and reporting of IMT Branch work across projects, product delivery, operational initiatives and roadmap activities. It helps embed consistent ways of working across the branch by improving portfolio visibility, delivery sequencing, sprint and release planning, backlog coordination, capacity planning and governance reporting.
Working across business engagement, project delivery, digital delivery and applications, and platforms and operations, the Portfolio Scheduler ensures work is prioritised, scheduled and tracked realistically in support of the VCAA ICT Strategy and roadmap. The role establishes and maintains integrated schedules, delivery plans, milestones, dependencies and reporting arrangements to provide a reliable view of work across the branch.
The role works closely with Service Manager roles to support alignment between branch delivery planning and operational service requirements, particularly in relation to prioritisation, release readiness, change impacts, scheduling and governance reporting.
The role also works with delivery teams and stakeholders to validate priorities, resource capacity, delivery sequencing and timeframes, identify scheduling conflicts and emerging risks, and support timely corrective action. It supports the use and administration of project and work management tools such as Jira, Confluence and related reporting platforms to provide accurate portfolio information, maintain delivery cadence and strengthen modern software delivery lifecycle practices.
This role contributes to improved governance, reduced unplanned work, clearer prioritisation and more predictable delivery outcomes aligned with the VCAA ICT Strategy and roadmap.

You will ideally demonstrate:
- strong experience in ICT service management, service governance, release management, portfolio coordination, project scheduling or a similar role
- experience working in a complex ICT environment with multiple teams, services and delivery streams
- proven ability to support branch-wide planning, prioritisation, scheduling and governance reporting across projects, product delivery and operational initiatives
- demonstrated experience embedding Jira or similar work management tools across teams, not only as a system for tracking work, but as an enabler of improved planning, coordination, transparency and delivery discipline
- the ability to bring teams together to facilitate planning activities, support shared understanding of priorities and dependencies, and help teams accurately reflect work, capacity, sequencing and progress in the system
- demonstrated experience embedding new ways of working across teams to improve consistency, accountability and delivery outcomes
- experience in project governance, scheduling, sprint planning, portfolio reporting and capacity planning

Qualifications and Experience
Essential
- Demonstrated experience in ICT service management, service governance, release management, portfolio coordination, project scheduling or a similar role.
- Experience working in a complex ICT environment with multiple teams, services and delivery streams.
- Proven ability to support service portfolio performance, service levels, service reporting, governance management, and change and release discipline.
- Experience in project governance, scheduling, sprint planning, portfolio reporting and capacity planning.
- Demonstrated experience helping to embed new ways of working across teams.
- Experience using Jira or similar work management tools to support planning, tracking and reporting.
- Sound understanding of the software delivery lifecycle, including planning, build, testing, release, transition and operational support.
- Ability to work across business and technical teams to ensure work is clearly allocated, effectively coordinated and delivered to the required standard.
- Experience supporting governance forums and administration, including agendas, minutes, actions and follow-up.
- Strong communication, stakeholder management and organisational skills.
- Relevant qualifications or equivalent experience in information technology, project management, service management, Agile delivery or a related field.
- Ability to develop, maintain and baseline integrated project and portfolio schedules.
- Ability to define and track milestones, deliverables, dependencies, critical paths and decision points.
- Ability to coordinate schedule updates with project managers, product owners, delivery leads and operational teams.
- Ability to analyse schedule variance, slippage and resource conflicts, and recommend corrective actions.
- Ability to support scenario planning and reprioritisation when scope, capacity or organisational priorities change.
- Ability to maintain forward views of demand, team capacity, releases, change windows and operational commitments.
Desirable
- Relevant experience in a complex service delivery or technology environment.
