Primary objective
Provide high level strategic and operational advice, detailed status and contract outcome reporting to the Director Maintenance and
Executive Management on the certification process and associated remedial building works required to achieve building certification
matters for government owned and leased buildings. Provide leadership and management to the Building Compliance team and be the
Principles Representation for period and panel contracts administered by the team.

Context statement
The Infrastructure Maintenance branch is responsible for emergency and disaster management response for built infrastructure in the
northern region and supporting regional offices to deliver infrastructure works and asset maintenance

Key duties and responsibilities
1. Accountable to the Executive Director Infrastructure Maintenance and Director Maintenance for the effective and efficient

management, resolution and reporting on building certification matters and obligations on government owned and leased buildings.
2. Oversee, control and co-ordinate buildings section operations ensuring systems and works are in accordance with Australian

Standards, the Building Code of Australia, relevant legislation, guidelines, WHS industry best practice, and service quality standards.
3. Provide high level advice and monthly reporting to Executive Management, Project Managers and agencies on the management and

resolution of non-compliance issues on government owned and leased buildings.
4. Provide high level leadership and management to a multi-discipline team of technical and professional staff responsible to ensure the

successful resolution of non-compliance issues.
5. Represent the department to undertake industry liaison and ensure high level stakeholder engagement and management
6. Lead the development and implementation of business improvement strategies to maximise the effectiveness of the process to gain

certification on works being undertaken on government owned and leased buildings.
7. Act as Deputy to the Director Maintenance for Counter Disaster activities and carry out all duties in accordance with Departmental

WHS, EEO and environmental guidelines.

Selection criteria
Essential
1. Demonstrated ability to provide advice to executive management, Government and agencies on the management and resolution of

building compliance matters on government owned and leased buildings.
2. Proven extensive experience managing the provision of building maintenance or related projects including compliance with Australian

Standards, relevant guidelines and legislative requirements; and an ability to develop, monitor and deliver preventative maintenance
schedules.

3. Demonstrated ability to prepare high level documents such as executive reports, Ministerials, LA Briefs and Cabinet Submissions, and
the ability to build and maintain effective networks with a range of internal and external stakeholders.

4. Demonstrated knowledge of building certification requirements and legislation, contract management, conditions of contract, asset
management frameworks, Australian Standards, the National Construction Code and regulations as applicable in the Northern
Territory.

5. Detailed knowledge and expertise in contemporary best practice in business management, information and technology management,
program and project management, asset management and procurement practices.

6. Highly developed problem solving and analytical skills, with the ability to develop solutions for complex problems and make sound
judgements in the context of built infrastructure.

Desirable
1. Recognised qualification in one or more of the following categories: Business, Contract Management, Project Management or

Construction Management or other related discipline.

The position will require a National Criminal History check and an Ochre Card or the ability to obtain one. As required the applicant may
need to travel to remote locations in a 4WD or light aircraft and will be required to assist in the department’s emergency response
requirement.
