PRIMARY OBJECTIVE
To provide authoritative professional engineering and regulatory advice on the design, interpretation, and ongoing applications of regulatory
frameworks governing the NT Electricity System and Market Operator (NTESMO). The role exercises judgement to assess regulatory, technical and
compliance risk and to recommend assurance, reform, and improvement actions that support secure power system operation, market integrity, and
electricity market reform outcomes.
KEY RESPONSIBILITIES
The “WHAT” to be delivered
• Provide engineering advice on regulatory and compliance obligations, including the interpretation and application of legislation, market rules,
technical standards, codes, procedures and guidelines.
• Assess compliance pathways, determine appropriate assurance approaches, and provide advice on regulatory and technical risk in collaboration
with NTESMO teams.
• Provide professional oversight of NTESMO’s compliance assurance activities, including:
o Advising on the adequacy of controls to meet regulatory obligations.
o Ensuring compliance obligation registers accurately reflect current regulatory requirements.
o Ensuring compliance evidence frameworks are fit for purpose from a regulatory assurance perspective.
- Provide professional input into the planning and delivery of the regulatory workstream under the Territory Electricity Market Electricity Reform
Program that will entail the design of the mechanisms that deliver improved system security and reliability, market efficiency and effectiveness.
- The assessment of the implications of market rule change proposals.
• Identify and analyse regulatory risks, implementation impacts, interdependencies, and mitigation strategies associated with reform initiatives.
• Provide professional review and advice on data, analysis, and submissions prepared for regulatory reporting to the AER, Utilities Commission,
and other regulatory bodies.
• Ensure data analysis and reporting activities are undertaken to support clear, evidence-based recommendations to effectively articulate
regulatory, technical and market risks, options, and consequences to support informed decision-making.
• Lead and support industry consultation processes for technical codes, procedures, and guidelines, applying professional judgement to balance:
o Regulatory compliance.
o Power system security and operational realities.
o Stakeholder impacts and reform objectives.
- Provide professional engineering, regulatory and technical advice to internal and external stakeholders, including senior leadership, regulators,
and government agencies.
- Prepare and provide expert professional advice through briefing papers, internal memoranda, reports, and recommendations for the Executive
Leadership Team, Power and Water Board, Shareholding Minister, and Northern Territory Government stakeholders.
- Act as a senior professional specialist, providing guidance, technical leadership and mentoring to engineering and technical staff to strengthen
regulatory, compliance, and power system capability across NTESMO functions.
