The Registered Nurse (clinical services manager – general health and aged care) is a senior clinical leadership role accountable for the safe, compliant, and person-centred delivery of NDIS supports, Community Nursing, Aged Care and General Health services across Embrace programs.
This includes oversight of:
· Home care packages (hcp)
· Commonwealth home support programme (CHSP)
· Ndis-funded supports (excluding psychosocial or behavioural services)
· General health and community nursing
· Chronic disease and palliative care
Operating in a high-growth, start-up environment, this role is pivotal in designing clinical systems, leading clinical workforce development, and embedding best-practice governance as embrace scales its rural aged care and health services. The role collaborates closely with clinical, quality, tech, hr, and operational leaders and contributes to embrace’s future service readiness, including expansion into residential aged care, palliative care, and high-acuity clinical services.

DELEGATED AUTHORITY
The Registered Nurse (Clinical Services Manager – General Health and Aged Care) holds delegated authority from the Managing Director to lead clinical decisions, supervise staff, approve limited service and financial variations, and contribute to strategic development in alignment with Embrace’s policies, quality standards, and operational needs.
1. Clinical Governance and Decision-Making
· Approve participant care plans, clinical protocols, and health-related support documentation
· Delegate clinical tasks under Nursing and Midwifery Board of Australia (NMBA) standards
· Lead internal audits, incident reviews, and implement quality improvement actions
· Escalate clinical risks and reportable incidents to the Executive or relevant regulators (e.g. NDIS Commission, ACQSC)
· Represent Embrace during audits, compliance reviews, and external quality forums
2. Workforce and Service Oversight
· Supervise and performance-manage Registered Nurses, Enrolled Nurses, Team Leaders, Disability Support Workers, and Personal Care Assistants
· Approve clinical rosters in line with risk, participant acuity, and staff scope of practice
· Sign off on staff probation reviews, performance improvement plans, and corrective action follow-up
· Approve internal training delivery and clinical competency sign-off
· Approve acting appointments (e.g. Team Leader backfill) for up to 2 weeks without executive approval
3. Finance and Clinical Expenditure
· May approve and spend up to $1000 per calendar month on role-related or clinical service expenses (e.g. clinical supplies, resources, urgent purchases) without prior approval
· Recurring expenses (e.g. ongoing subscriptions or standing orders) must be pre-approved by the line manager
· All spending must be documented, tracked, and reviewed monthly with the line manager
· May authorise up to 1 additional hour of support per participant per week without prior approval, with justification and cumulative tracking
· Collaborates with the Accounts and Client Services Officer to ensure all expenditure aligns with participant plans, service authorisations, and funding controls
· Provides clinical input for funding submissions, variation requests, assistive technology justifications, and related communications
4. Operational and Strategic Input
· Recommend procurement of clinical tools, equipment, and digital resources aligned with care safety and readiness
· Participate in tenders, service model design, quality submissions, and infrastructure planning
· Lead or support the rollout of new clinical services or geographic expansions
· Approve emergency procurement of clinical supplies up to $300 per incident
5. Participant Lifecycle and MDT Coordination
· May approve discharge from clinical services only when:
· Participant goals are met
· Clinical risks are resolved or stabilised
· A joint review is conducted with the Client Services Officer to ensure discharge is appropriate, collaborative, and not premature
· Discharge decisions must:
· Be based on documented outcomes, participant preferences, and input from relevant staff and stakeholders (e.g. family, carers, GPs, allied health, rostering, and finance teams)
· Consider opportunities for service redesign, escalation, or adaptation before recommending exit
· Prioritise retention and continuity, especially where participant needs may shift or re-emerge
· Coordinate and chair multidisciplinary team (MDT) meetings, clinical reviews, and transition planning
· May delegate MDT leadership to a senior RN or Team Leader during planned leave or for workforce development

· Demonstrated success leading MDT meetings, Care Reviews, and Discharge Planning
4. Data, Digital, and Reporting Proficiency
· Proficient in using digital care systems, reporting dashboards, and compliance portals
· Ability to interpret clinical data to inform decisions, workforce planning, and funding
reviews
· Confident in documenting and escalating issues across executive, HR, and clinical
governance channels

Pay: $100,000.00 – $150,000.00 per year
