About the role

We are seeking a highly experienced and motivated information professional to lead and manage the Information Access team, within our Information Services section.

The Information Access Manager is responsible for managing the City's provision of public access to information. The position plans and leads the implementation of effective public access to information practice throughout the City under the Government Information (Public Access) Act 2009 (GIPA Act) and associated legislation, and provides authoritative specialised advice, decision making and direction to staff, management and external parties on access to information matters.

In this role you will be responsible for:

Exercising high level judgement in performing the statutory role of Right to Information Officer including making decisions about formal access applications, facilitating City compliance with reporting requirements, and developing, implementing and reviewing policy, corporate standards and procedures to support legislative compliance with the GIPA Act and Regulation.
Providing strategic leadership, direction and specialised advice to the organisation as a whole and external parties and build and maintain strong relationships with Directors, senior management, Legal, Governance and Information Services in relation to public access to information issues and practice
Leading, mentoring and managing the Information Access team, in researching, analysing and compiling information for release and formulating responses to public requests and formal applications for information.
Articulating and defending the basis of access decisions to the Executive, the Information and Privacy Commissioner and NCAT.
Developing educational and awareness programs to build staff knowledge and capability across the City to provide customers and the community consistent, compliant responses to information access requests.
Managing the program of authorised proactive release of City information, including open data, to identify the kinds of information that should in the public interest be made publicly available, work with stakeholders to publish such information, and ensure the City’s ‘mandatory open access information’ as defined by the GIPA Act and Schedule 1 of the GIPA Regulation, is publicly available.

To be successful you must have:

Extensive knowledge and significant working experience as an information access practitioner in senior public sector roles in a complex environment with demonstrated authority and standing in the GIPA Act and associated legislation.
Tertiary qualifications in Information Management or Governance or related discipline, or equivalent knowledge and experience gained by practical application over a sustained period of time.
Experience in leading and managing a team in the delivery of quality information access services.
Excellent organisation and administration skills to meet strict deadlines and competing priorities.
Excellent written and verbal communication and interpersonal skills with the ability to communicate and work with City managers, teams, and external parties and the City’s customers and community in a professional and constructive manner.
Demonstrated extensive experience in applying analytical thought, independent and interpretive judgement and initiative in dealing with a range of highly complex and detailed operational and conceptual problems and tasks.
Proven people management skills with the ability to handle conflict and grievances.

This role has the option of a rostered day off each month, known as a 19-day month.
