The Bid and Policy Analyst is responsible for analysing and communicating policy changes, researching industry developments, and coordinating high‑quality grant and tender submissions that support Employment Plus’ national strategic objectives.

The role provides clear, actionable insights to senior leaders, undertakes research to inform policy and advocacy, and manages end‑to‑end bid development to drive growth in revenue and caseload. Working collaboratively across EPlus, The Salvation Army, and external partners, the position ensures EPlus is informed, competitive, and strategically positioned in the Australian employment services sector.

ABOUT THE ROLE

In addition, you will also be responsible for the following:

Employment Sector Policy Analysis & Communication - Monitor national and state employment services policy changes, brief the GM Strategy and Partnerships on implications for EPlus, and align internal stakeholders on required actions.
Research & Policy Development - Research employment policy issues and produce evidence-based papers and submissions that inform TSA service design, advocacy, and policy positions on employment.
Bid Coordination (Grants & Tenders) -I dentify and assess funding opportunities aligned with EPlus strategy and risk appetite, leading small–medium grant and tender bids (up to $500k) and providing analytical and writing support for larger national tenders.
Stakeholder Management - Build positive relationships with internal and external partners, including regional managers, SMEs, TSA expressions, and partner organisations.

ABOUT YOU

Relevant Bachelor or post-graduate degree in related discipline (Humanities, Business, Economics, Law, Politics).
Deep understanding of employment and/or social services sector, developed over multiple years in a senior policy role.
Ability to analyse complex performance data in a government contract environment and extract recommendations and insights for frontline operational teams
Experience delivering successful grants and tenders in a government/community services environment, including the preparation of high-quality written drafts and coordination of input from a range of subject-matter experts.
Outstanding written and verbal communication skills, with knowledge of APA referencing and academic writing conventions.
