Position Description – Senior Property Officer
August 2026

Purpose

The Senior Property Officer is responsible for the effective management of all aspects of
Council’s land, property and leasing management services through providing expert
technical advice, customer service, system improvement and project management for the
Council’s land and property portfolio.

Working in conjunction with the City Property Division, the Senior Property Officer will
support the organisation to achieve efficiencies and effectiveness through innovative
practices, process and service improvement.

The position requires:

Collaboration across the organisation and with external stakeholders, this involves

engagement with community groups and sporting clubs who lease Council facilities to
achieve good governance and maximise the use of facilities.

Legislative, regulatory, policies and procedures are adhered to.

The provision of excellent customer service.

Key Deliverables

Provide expert advice on facility operational models, including leasing structure,

outgoings and utilities on charging.

Manage any required land and property transactions, including but not limited to

acquisition and disposal, roads opening and closing, encroachments, Land
Management Agreements, easements community land revocation and management
of the Community Land Management Plans associated with the leased property
portfolio.

Provide effective coaching, mentoring and support to develop team members

in an innovative and dynamic environment.

In collaboration with the Unit Manager Property and Facilities, guide the Property

Team on the management of Council’s lease and license portfolio including
compliance with both Lease documentation, Council Policy and Retail Commercial
Leases Act and the preparation of the necessary documentation and negotiations to
lease Council commercial and community base properties.

Ensure the effective monitoring and reporting of financial performance of the leased

portfolio and ensuring charging of rent and outgoings meets Council lease
obligations.

Prepare and/or coordinate departmental reports, Council reports, and provide expert

information for briefings, business cases etc.

Initiate, develop and review processes, policy and guidelines for the land and

property unit in line with relevant Policies, Acts and Regulations.

Provide specialist advice to the City Property Division and key stakeholders in relation

to technical land and property issues and customer service.

Person Specification

Essential criteria

Advanced communication skills both written and verbal.

Tertiary qualifications in Business/Property/Law/Asset Management or equivalent

experience in one or more of these fields.

Excellent communication skills both verbal and written including ability to relate to

diverse people, providing feedback, mentoring, influencing, mediation and
negotiating.

Demonstrated experience and knowledge in management of land, property and

or physical assets.

High level computer literacy using the Microsoft Office Suite and experience using

property/tenancy management software.

Experience in activities associated with the land property function, including

acquisition, leasing, disposal, development, roads and maintenance of built assets.

Sound knowledge of project management principles and practices.

High degree of initiative and innovation and ability to exercise sound judgement.

Experience and ability to work both independently and collaboratively within a team

environment and with a large range of internal and external stakeholders.

Ability to make decision and work under limited direction, having regard to policy

guidelines, organisation practices and political influence.

Extensive experience in reading and interpreting contracts, licenses, leases and Lands

Titles Office documents

Demonstrated strong ability to build and maintain relationships with a diverse range

of stakeholders.

Demonstrated understanding of the political and sensitive environment related to

the provision and maintenance of land management and community facilities.

Demonstrated time management, prioritisation and flexibility in managing changing

priorities, workloads and urgent matters with the ability to prioritise, and provide a
high level of customer service to all stakeholders within a pressurised environment.

Desirable criteria

Experience in Commercial property management of Community and Sporting Club

Assets.

Experience in Local Government and knowledge of Council policies,

procedures, objectives and values.

Experience in effective community engagement and consultative processes.

Understanding of the asset lifecycle

Standard conditions

Satisfactory completion of a National Police Clearance (will be arranged by the City of

Marion)

Satisfactory completion of applicable Medical Assessment (will be arranged by the

City of Marion)

Must be either an Australian resident or possess the legal right to work in Australia,

with the ability to provide documentation of a valid work visa.

Comply with existing Work, Health and Safety legislation and regulation obligations

and apply “Think Safe Live Well” philosophy.

Embrace ethical and moral behavior and report any suspected instances of fraud

and/or corruption in accordance with Fraud and Corruption Management and the
Code of Conduct.

The incumbent will perform other duties as required.

Other conditions specific to the role

Must hold a valid, full (unrestricted) driver's license in accordance with South

Australian requirements.

The position will require a flexible work schedule to meet deadlines for council

reports, budget and project delivery.

Some out of hours work including weekend and evenings will be required to meet

with stakeholders, attendance at Council meetings and resolving out of hours
emergencies relating to Council land and property.

This is a prescribed position as defined by the City of Marion Safe Environments for

Children and Vulnerable Persons Policy. Therefore, incumbent must:
