Position Description – Senior Property Officer

Purpose
The Senior Property Officer is responsible for the effective management of all aspects of
Council’s land, property and leasing management services through providing expert
technical advice, customer service, system improvement and project management for the
Council’s land and property portfolio.
Working in conjunction with the City Property Division, the Senior Property Officer will
support the organisation to achieve efficiencies and effectiveness through innovative
practices, process and service improvement.
The position requires:
- Collaboration across the organisation and with external stakeholders, this involves
engagement with community groups and sporting clubs who lease Council facilities to
achieve good governance and maximise the use of facilities.
- Legislative, regulatory, policies and procedures are adhered to.
- The provision of excellent customer service.
Key Deliverables
- Provide expert advice on facility operational models, including leasing structure,
outgoings and utilities on charging.
- Manage any required land and property transactions, including but not limited to
acquisition and disposal, roads opening and closing, encroachments, Land
Management Agreements, easements community land revocation and management
of the Community Land Management Plans associated with the leased property
portfolio.
- Provide effective coaching, mentoring and support to develop team members
in an innovative and dynamic environment.
- In collaboration with the Unit Manager Property and Facilities, guide the Property
Team on the management of Council’s lease and license portfolio including
compliance with both Lease documentation, Council Policy and Retail Commercial
Leases Act and the preparation of the necessary documentation and negotiations to
lease Council commercial and community base properties.
- Ensure the effective monitoring and reporting of financial performance of the leased
portfolio and ensuring charging of rent and outgoings meets Council lease
obligations.
- Prepare and/or coordinate departmental reports, Council reports, and provide expert
information for briefings, business cases etc.
- Initiate, develop and review processes, policy and guidelines for the land and
property unit in line with relevant Policies, Acts and Regulations.
- Provide specialist advice to the City Property Division and key stakeholders in relation
to technical land and property issues and customer service.
