Position Description – Senior Business Analyst

Purpose
The City of Marion (CoM) has developed a T28 IS Strategy to transform the way the Council
will deliver outcomes to the community and improve operational efficiency, while allowing
for greater transparency and access for both internal and external customers.
The Senior Business Analyst will be responsible for the delivery of business requirements
documentation to a range of future IS projects. The role will be the senior specialist support
for the Senior Project Manager in projects. The primary objective of this position is to be the
Subject Matter Expert for the related projects within the T28 Program. This will include
assuming a senior role to elicit the As-Is process and develop To-Be processes, with the key
focus on delivering the T28 program to increase the City of Marion customer experience,
while maintaining financial sustainability.
This role will provide opportunities to understand the City of Marion transformation
roadmap and design best class future state processes.
Strong communication skills and ability to maintain solid relationships with internal and
external stakeholders will be vital to this role.

Key Deliverables
- Takes the role as the lead BA for implementation of the requested projects
under direction of the Chief Information Officer/Senior Project Manager.
- Leads business analysis activities within various delivery environments (Agile,
Hybrid and Waterfall) including project initiation, business case and
procurement documentation and related activities that support the
development of this documentation, such as:
o Business process analysis, modelling and documentation of As-Is and To-Be
processes.
o Detailed gap analysis.
o Detailed process KPI framework.
o Functional requirements documentation with User Cases and User Stories.
o Non-Functional requirements documentation.
o Risk identification and control.
o Cost benefit analysis reports.
o Collaboration with development teams and vendors to ensure requirements
are understood and delivered as intended.
- Act as the primary liaison between business stakeholders, technical teams and external
suppliers to ensure solution requirements are accurately interpreted, implemented and
tested.
