Emergency Management Victoria (EMV) is seeking a Project Manager, to provide a critical role within Emergency Management Technology and Data.
About the Business Unit
Within the Department of Justice and Community Safety, EMV is responsible for the overall coordination of the emergency management system in Victoria. EMV drives the integration of policy, strategy, operational coordination, and planning across Victoria's emergency management sector, contributing to safer, more resilient communities.
EMV works closely with government and agencies across the emergency management portfolio. The organisation is led by the Deputy Secretary / Chief Executive and Emergency Management Commissioner, Emergency Management Victoria and includes oversight of statutory entities and offices and the department's emergency management accountabilities.
Emergency Management Technology and Data Division
The Emergency Management Technology and Data (EM T&D) division is responsible for key Emergency sector common digital platforms for the emergency services sector. EM T&D is a trusted partner to emergency sector organisations, supporting the innovation and delivery of modern and effective Digital Infrastructure services tailored to the emergency sector's needs. Its main service functions include EM Strategic Planning and Business Development, EM Enterprise Architecture and Design, EM Digital Platforms and Products, EM Commercial Management and Budget, EM Portfolio, Program Delivery, Data Insights.
EM Portfolio, Program Delivery and Data Insights Branch
The EM Portfolio, Program Delivery and Data Insights branch provides the project delivery, project Management Office and data analytics services to the EM sector. The team is responsible for delivering critical projects, reporting on progress and establishing new projects in alignment with the Digital Infrastructure Strategy. This branch is responsible for establishing project governance, stakeholder engagement, project transition, and working closely with EM sector partners on all project delivery matters. This branch also provides data analytical expertise in developing reports during operations, throughout project delivery, including executive portfolio reporting.
About the Role
The Project Manager leads and manages the Victorian input into the national Public Safety Mobile Broadband (PSMB) program, maintaining high quality communication with key stakeholders. The Project Manager is responsible for managing the development and submission of Victorian PSMB requirements in accordance with national PSMB timelines. The incumbent will also contribute to reviews and assessments of proposed solutions in order to develop submissions to seek funding to support implementation of PSMB in Victoria.
Some of your duties will include:

Lead and manage the Victorian input into the national PSMB program and contribute to other EM Technology and Data initiatives as directed by the Director, EM Portfolio, Program Delivery, Data Insights.

Maintain high quality communication with Key Stakeholders at both national and state level, in particular nominated representatives of Emergency Services Organisations and other identified Public Safety Agencies.

Manage the development and submission of Victorian PSMB requirements in accordance with national PSMB timelines and contribute to reviews and assessments of proposed solutions.

Develop business case to seek funding to support impl ementation of PSMB in Victoria.

About you
To be successful in this role, you will have:

Extensive Program/Project Management experience in large, complex enterprises.

Demonstrated ‘hands on' experience in managing and delivering the implementation of large-scale technology projects through the full project management life cycle.

Experience working in a commercially sensitive environment where confidentiality of information is of utmost importance.

Demonstrated knowledge of project/program delivery including financial and status reporting as well as proficiency in using Microsoft Teams, Microsoft SharePoint, Microsoft Project and Microsoft 365.

Demonstrated knowledge of operational communications and/or Information Communication Infrastructure (will be highly regarded).
Qualifications

Qualifications in Project Management (Diploma, PMBOK, PRINCE2 or AGILE).

Tertiary qualifications in business and information communication technologies are desirable.
