Primary objective
Manage and deliver a high-level, efficient and effective Cabinet Secretariat function, providing authoritative advice, quality
assurance, coordination and reporting. The role ensures the integrity, security, accessibility and long-term reliability of Cabinet
records while facilitating whole-of-government Cabinet processes, systems and stakeholder engagement.
Key duties and responsibilities
1. Manage the Cabinet Secretariat function, including planning, coordination and delivery of Cabinet and Sub-Committee
meetings and oversee end-to-end Cabinet business flow including forward planning, business lists and tracking of submissions.
2. Undertake quality assurance of all Cabinet submissions to ensure compliance with Cabinet Handbook standards and prepare
and coordinate the reporting on implementation of Cabinet Decisions,
3. Provide advice to stakeholders, deliver training to build capability, and foster strong relationships to support high-quality and
timely Cabinet processes.
4. Manage Cabinet information systems and records to ensure integrity, security and compliance, oversee secure distribution of
Cabinet documents, and coordinate archiving and long-term record management.
5. Conduct research and reporting on Cabinet matters, prepare Ministerial and Cabinet briefings with whole of government
analysis.
6. Supervise and support Cabinet Office staff, manage competing priorities and high-volume workloads within tight timeframes,
and drive continuous improvement in Cabinet processes, systems and reporting capability.
7. Provide high-level administrative and strategic support to Executive Director and Director of the Division.
Selection criteria
Essential
1. Extensive knowledge of Cabinet, government decision-making, and public sector processes including Cabinet, Executive
Council and ministerial operations.
2. Demonstrated experience preparing high-level documents (Cabinet submissions, decisions, reports and ministerial briefings)
and managing highly confidential information with integrity and discretion.
3. Proven ability to provide authoritative advice and build strong relationships with senior stakeholders across government with
a proven leadership capability, including supervision and coordination of staff.
4. High-level organisational, coordination and project management skills with ability to manage competing priorities and strict
deadlines and possess a strong analytical and research skills, including ability to interpret complex information and produce
high-quality reports.
5. Experience with Cabinet information systems, records management frameworks and whole-of-government reporting.
6. Advanced information management and digital systems capability (e.g. SharePoint, records management systems).
7. Highly developed written and oral communication skills, including influencing and training capability with the ability to interact
effectively with people from diverse cultures.
8. Knowledge of Northern Territory Government structures, legislation and agency responsibilities.
