The Department of Justice and Community Safety is seeking a Senior Manager, Professional Practice to provide a critical role within the Rehabilitation and Reintegration Branch.

About the Business Unit

The Reintegration and Engagement Services Division (the Division) within Corrections Victoria (CV) is responsible for delivering evidence-based, best practice interventions that contribute to reducing reoffending and improving community safety. This includes quality assurance systems for risk assessment and case management, the delivery of clinical intervention programs and transition and reintegration supports in custodial settings. The Division also has responsibility for the operation of Victoria's post-sentence scheme - a civil, non-punitive scheme that provides for the ongoing supervision or detention of individuals convicted of a serious sex and/or violent offence who have completed their sentence but present an unacceptable risk of committing further serious offences.

The Offender Services and Reintegration division of Corrections Victoria (CV) is responsible for providing best practice interventions which aim to reduce the risk of reoffending including case management, education, training and employment, prison industries and rehabilitation and reintegration supports. The division contributes to a safer community by supporting a safe and humane corrections system that provides opportunities for rehabilitation, supports reintegration and works toward Aboriginal self-determination.

The Rehabilitation and Reintegration Branch (RRB), which is part of the Offender Services and Reintegration division, is responsible for a range of programs and services across both prisons and Community Correctional Services (CCS). These include transition and reintegration, parenting and family engagement, women, disability, family violence programs and services. RRB currently leads the implementation of the Professional Practice Model (PPM) across the prison system.

About the Role

The Senior Manager, Professional Practice is accountable for leading the development, implementation and oversight of CV's Professional Practice Model, ensuring it is effectively operationalised across the prison system. This includes supporting a statewide network of prison-based Managers of Professional Practice (MPPs), including capability uplift and practice oversight. The effective implementation of the PPM will require close integration with existing case management structures including performance measures and assurance functions.

This role will require regular travel to prison locations statewide.

Some of your duties will include:

Leading the strategic direction, governance, and system-wide oversight of the Professional Practice Model across Corrections Victoria, ensuring alignment with organisational priorities and reform objectives.
Driving a culture of evidence-based practice by embedding the Correctional Practice Framework into custodial case management, influencing consistency, integrity, and outcomes across the prison system.
Providing authoritative leadership and oversight of a statewide network of MPPs, with accountability for workforce capability, performance, and wellbeing.

About you

To be successful in this role, you will have:

Workforce Capability and Professional Practice Systems: Experience leading the design, implementation, and evaluation of organisation-wide learning and professional practice frameworks. Builds workforce capability through structured systems aligned with legislation, policy, and operational standards.
Custodial Practice, Standards, and Evidence-Based Operations: Strong understanding of Departmental priorities, the CPF, and contemporary approaches to supporting the rehabilitation of people in contact with the justice system.
Change and Reform Leadership: Ability to drive complex change and reform in correctional or similarly regulated environments, shaping and embedding system-wide improvements across practice, capability, and service delivery.
Case Management, Workforce Capability, and Governance Systems: Experience integrating case management, workforce capability, and governance frameworks to translate policy and evidence into practice, strengthening consistency, accountability, and rehabilitation outcomes.

The following qualifications are highly desirable:

A valid Victorian driver's license.
Relevant tertiary qualification in social work, psychology, criminology, criminal justice, or a related human services discipline, supported by experience operating within legislative frameworks.
Formal qualification in education, assessment, or reporting.
Additional training or certification in leadership, change management, trauma-informed practice, or program evaluation.
