Primary objective
Provide high level advice and lead the Offices of Multicultural Affairs, Youth Affairs, Gender Equity and Diversity and
Veterans Engagement and Support on whole of government policy and programs through strong community and sector
engagement; participation in local and national forums; alignment of grant funding investment with government priorities
and development, implementation, monitoring and reporting of policies and initiatives.

Key duties and responsibilities
1. Provide high level leadership, strategic and policy advice on matters relating to policy and program development in the

multicultural, youth, gender equality and veterans’ portfolios.
2. Manage the human and financial resources of the Community Engagement team to achieve Government objectives and

foster a positive workplace culture through exemplary leadership practices and role modelling behaviour.
3. Develop and maintain effective collaborative partnerships with other NT and federal government agencies, non-

government organisations, the private sector and the community to inform policy and program priorities and responses.
4. Coordinate the development, implementation, monitoring and evaluation of whole of government policy and program

initiatives relating to the multicultural, youth, gender equality and veterans’ portfolios.
5. Represent the Northern Territory Government and the department in local and national settings.
6. Lead and manage projects and reforms, including working closely with technical and subject matter experts and

stakeholders to drive change. Specifically, lead the implementation, monitoring and reporting of the Northern Territory’s
strategies and action plans relating to the Community Engagement portfolios.

Selection criteria
Essential
1. Highly developed strategic, conceptual and analytical skills, including the ability to exercise sound judgement in relation

to policy matters and whole of government priorities.
2. Strong organisational, planning, management and leadership skills; including the ability to negotiate and manage complex

projects, competing priorities as well as multiple, and at times conflicting, stakeholder expectations.
3. High level written communication skills with the ability to state a convincing case, prepare submissions, reports and

briefings, policies and guidelines; tailored to suit respective audiences.
4. Sound knowledge of change management practices and demonstrated ability to manage human, financial and physical

resources, and to monitor the effectiveness and efficiency of programs.
5. Proven ability to negotiate and engage with other jurisdictions and levels of Government effectively, through inter-

governmental working groups and committees.
6. Demonstrated ability to lead strategic engagement with communities, non-government organisations and service

providers, including co-designing policy and programs that reflect community needs and strengthen sector capability.
7. In-depth understanding of the Northern Territory Government’s strategic directions and objectives, particularly in relation

to multicultural, youth, gender equality and veterans’ services and the broader human services agenda, or ability to quickly
acquire.

Desirable
1. Relevant tertiary qualification in social sciences, human services, community development or other relevant discipline.
