THE ROLE

The Communities and Families Transformation Program (CFTP) is a large-scale service transformation program that will replace legacy case management systems and deliver modern tools to approximately 10,000 users across nine program areas in the Department of Families, Fairness and Housing (DFFH) and the Department of Justice and Community Safety (DJCS). The program will also deliver improved case management and reporting capabilities to Community Sector Organisations (CSOs) and Aboriginally Controlled Community Organisations (ACCOs). The program will redesign how services are delivered to improve efficiency and outcomes while enhancing compliance and data privacy and security.

The first tranche of work, spanning three years will deliver: replacement of IRIS (the legacy sector case management and reporting system); service design for Child Protection; and complete foundational technology design and build and procurement. Key foundational elements will include capacity to securely store and share information practitioners need to support case planning and service delivery. The program will seek to design reusable technology assets that can be deployed across government.

Future tranches of work will be subject to completion and acceptance by government of subsequent business cases – building on tranche one outcomes to allow progressive completion of the program before legacy systems must be decommissioned.

Reporting to the Service Design Lead, the Design Lead Child Protection contributes specialist expertise and knowledge on the child protection system to deliver a human-centred service design across the Communities and Families Transformation Program. The role is responsible for providing specialist knowledge of the child protection operation system, contemporary child protection practice frameworks and assessment tools, and contributes to the design of future-state service models that improve outcomes for children, young people families and communities. The role is responsible for ensuring lived experience, practitioner expertise, evidence and system insights are integrated through the transformation process to support the future capacity of child practitioner's needs are met to deliver quality outcomes. This role will have a specific focus on ensuring policy and implementation objectives for the modernisation of the ICT platform for the child protection workforce.

Working across policy, implementation and operational delivery, the Design Lead Child Protection role provides specialist advice and expertise on the design and testing of end-to-end user experience for child protection practitioners with a focus on identifying opportunities for improvement and efficiency for the child protection workforce which translates the reform objectives into strengthened solutions for delivery of services for vulnerable children and families. The role champions contemporary service design methodologies, builds organisational capacity and work collaboratively with a range of key stakeholders to co-design reforms that are sustainable.

The position will require high level written and verbal communication skills, and an ability to be responsive to tasks including the provision of res ponses in a timely manner.

The successful candidate will be a highly collaborative and skilled leader motivated to work in partnership with front line practitioners, operational and system leaders, clients and technology partners to generate innovative yet feasible solutions that improve client outcomes.

ACCOUNTABILITIES INCLUDE

Successfully lead the design of the child protection workstream within Reform and Design, overseeing the associated work packages within the resourcing, timeline and budget parameters.

Provide high quality authoritative advice and sound recommendations to the Service Design Lead, Service Reform and Design; working closely with Design Lead Specialist Services and Design lead Family Services to ensure a cohesive service design which meets the global business strategy and program commitments.

Work closely with Community Operations and Practice Leadership to ensure critical input into the policy design and implementation of end-to-end system improvements for the enhancement of child protection practice and systems.
