THE ROLE
The Communities and Families Transformation Program (CFTP) is a large-scale service transformation program that will replace legacy case management systems and deliver modern tools to approximately 10,000 users across nine program areas in the Department of Families, Fairness and Housing (DFFH) and the Department of Justice and Community Safety (DJCS). The program will also deliver improved case management and reporting capabilities to Community Sector Organisations (CSOs) and Aboriginally Controlled Community Organisations (ACCOs). The program will redesign how services are delivered to improve efficiency and outcomes while enhancing compliance and data privacy and security.
The first tranche of work, spanning three years will deliver: replacement of IRIS (the legacy sector case management and reporting system); service design for Child Protection; and complete foundational technology design and build and procurement. Key foundational elements will include capacity to securely store and share information practitioners need to support case planning and service delivery. The program will seek to design reusable technology assets that can be deployed across government.
Future tranches of work will be subject to completion and acceptance by government of subsequent business cases – building on tranche one outcomes to allow progressive completion of the program before legacy systems must be decommissioned.
Reporting to the Service Design Lead, the Design Lead Specialist Services contributes expert and knowledge on the design and implementation of ICT system enhancements to enable improvements which manage and support family and sexual violence programs through system and policy requirements to inform the development of future client and case management systems. The primary focus of the role will be to ensure victim survivor services, family violence therapeutic interventions, adolescent family violence in the home services, and perpetrator services which are migrated from the IRIS system onto a contemporary ICT platform. This will enable greater data and information sharing mechanisms, integration frameworks, and the underlying infrastructure for storing and protecting sensitive client data. The role also requires working with key community service organisations to develop and build common capabilities, such as case noting or assessment frameworks, that are built once and configured to suit each program area as required.
The role is responsible for providing specialist knowledge of the victim survivor therapeutic supports alongside perpetrator focused programs, lead design in the replacement of IRIS, coordination of policy design and implementation with key family services stakeholders, and testing user enhancements with key stakeholders.
The role is responsible for ensuring lived experience, practitioner expertise, evidence and system insights are integrated through the transformation process to support the future community service organisations needs are met to deliver quality outcomes. This role will have a specific focus on ensuring policy and implementation objectives for the modernisation of the ICT platform to enable an improved and holistic family violence and sexual assault service system which replaces the existing IRIS platform.
The role champions contemporary service design methodologies, builds organisational capacity and work collaberativley with a range of key stakeholders to co-design reforms that are sustainable.
The position will require high level written and verbal communication skills, and an ability to be responsive to tasks including the provision of responses in a timely manner.
The successful candidate will be a highly collaborative and skilled leader motivated to work in partne rship with front line practitioners, operational and system leaders, clients and technology partners to generate innovative yet feasible solutions that improve client outcomes.
ACCOUNTABILITIES INCLUDE
- Successfully lead the design of the specialist family violence, victim survivor, and sexual assault program workstream within Reform and Design, overseeing the associated work packages within the resourcing, timeline and budget parameters.
- Provide high quality authoritative advice and sound recommendations to the Service Design Lead, Service Reform and Design; working closely with Design Lead Child Protection and Design lead Family Services to ensure a cohesive service design which meets the global business strategy and program commitments.
- Work closely with key Community Sector Organisations (CSOs) and Aboriginally Controlled Community Organisations (ACCOs) to ensure critical input into the policy design and implementation of end-to-end system improvements for the enhancement of family service providers.
