Full Job Description

Risk and Compliance Officer

AMSANT is the peak body for Aboriginal Community Controlled Health Services in the Northern Territory and provides support to its members including advocating for equity in health, and facilitating the provision of high-quality comprehensive primary health care services for Aboriginal communities across the NT.

The Risk and Compliance Officer provide specialist support to AMSANT across risk management, corporate governance, quality systems, work health and safety, compliance monitoring and continuous improvement. The position is responsible for maintaining key organisational governance systems, monitoring compliance obligations, coordinating risk and quality activities, and supporting a culture of accountability, safety and organisational excellence across AMSANT.

Responsibilities

Administer AMSANT’s quality management system (currently LogiQC)
In close consultation with stakeholders, develop, maintain, monitor and report on organisational risk registers (Strategic, Operational, WHS) and associated treatment plans, ensuring risks are reviewed, escalated and managed in accordance with approved governance frameworks.
Prepare regular reports, dashboards and analysis relating to risk, compliance, quality improvement, WHS and governance activities.
Monitor and support compliance with relevant legislative, regulatory, contractual and organisational obligations.
Facilitate WHS compliance across AMSANT including managing, maintaining, reporting and following up incidents, hazards and near misses; developing and promoting a positive reporting culture and a “WHS is everyone’s business” approach, coordinating the AMSANT Work Health and Safety Committee and Health and Safety Representatives
Maintain an accurate, complete and comprehensive grants compliance system • Manage and report on the grant execution process;
Maintain accurate governance, compliance and quality records in accordance with AMSANT record management requirements.
Coordinate and monitor the non-financial internal audit program, including scheduling audits, tracking findings and reporting implementation progress (as developed by the QMC);
Provide secretariat support to the Quality Management Committee (QMC) including preparing agendas, completing minutes and ensuring actions are completed;
Project manage and regularly report on the status of all AMSANT policies and procedures and facilitate the updating process;
Develop and draft policies, procedures and other correspondence as required; and
Should accreditation be required in the future; facilitate the process.

Selection Criteria (qualifications and attributes)

Essential

Demonstrated understanding, awareness and respect for Aboriginal culture and politics including an ability to take direction from Aboriginal management and to work cooperatively in a cross-cultural environment.

Relevant qualifications and/or substantial demonstrated experience in risk management, quality systems, governance, compliance, WHS or a related discipline.

Demonstrated ability to analyse information, prepare reports and monitor organisational compliance and risk performance indicators.

Demonstrated experience researching, drafting, reviewing and implementing policies, procedures and organisational documentation.

Demonstrated understanding of Work Health and Safety legislation and standards and experience in implementing them in an organisation and the ability to communicate and implement the requirements and concepts effectively to a varied audience.

Experience in managing and maintaining a quality management system. Experience in using LogiQC will be well regarded.

Proven ability to work independently and as a member of a team, with strong organisational skills and demonstrated ability to plan, manage and prioritise tasks and resources to deliver outcomes in a timely manner.

Project Management skills sufficient to manage internal programs including internal audit and policy development projects

Excellent verbal and written communication and collaboration skills including the capacity to work effectively with a wide range of stakeholders.

Desirable: Ability to visit remote communities for required work commitments for a week at a time or part of a week as necessary.
