This role is being advertised as both ongoing and non-ongoing, with the employment type to be determined in negotiation with the preferred candidate and the PM&C delegate.
Where a non-ongoing specified term is offered, this would be for a maximum period of two (2) years. If the initial contract is for less than 2 years, it may be extended or renewed once, up to the 2 year limit.
A non-ongoing offer may result in conversion to an ongoing offer of employment, however this must occur within 18 months from the opening date of this advertisement.

Who we are
Finance Branch supports PM&C in its key objective to provide clear and persuasive advice to the government on how it might best tackle the significant issues facing Australia. The branch works closely with internal and external stakeholders, uses proactive engagement strategies, undertakes research and analysis, and ensures compliance with legislative and government guidelines to deliver outcomes and provide best practice advice and guidance across the department. The branch is dedicated to ongoing investment in professionalisation and capability uplift for Procurement and Finance Advisers.
Procurement Adviser
roles in the Procurement and Contracts Section deliver specialist advice and compliance review services for ICT and non-ICT procurement and coordinate legislative reporting for the PM&C portfolio. Procurement Advisers may have opportunities to be embedded in Program/Business areas or Taskforces across the department to gain operational procurement and contract management skills and experience. The team is dedicated to continuous improvement of the procurement and contract management function to enable high quality outcomes.
Finance Adviser
roles are available across Internal Budgets and Service Delivery, External Budgets and Financial Accounting. These teams provide budget advice, external budget coordination, financial accounting and reporting services to support to sound financial management across the department. Finance Advisers use analysis, reporting, accounting knowledge and stakeholder engagement to provide practical advice and support informed decision-making. Successful applicants will be placed based on business needs, skills and experience, with opportunities to build experience across finance functions and improve processes over time.
Candidates are able to apply for the APS Level 4, APS Level 5 and APS Level 6 roles or specify the roles they are applying for. A merit pool will also be established for ongoing and non-ongoing positions available over the next 18 months.
What you will do
Procurement Advisers will require experience or transferrable skills in:
- the provision of specialist procurement advice and review services for ICT and/or non-ICT procurement activities; and/or
-
the provision of procurement reporting and compliance services; and/or
-
the delivery of operational procurement and/or contract management with interest in developing specialist knowledge and skills in a central procurement role.
Finance Adviser roles may include:
- supporting budgets, forecasts, reporting and financial commentary

contributing to external budget, accounting and compliance processes

analysing financial information to provide clear, practical advice

building effective relationships with business areas, central agencies and service providers
-
improving finance processes, systems, reporting and guidance.
Travel is not anticipated and employees in these roles are required to work standard working hours. Flex time applies and flexible working arrangements will be considered on a case-by-case basis. Training and relevant professional development will be provided as needed.
APS4 Procurement Advisers will have the opportunity to undertake the following under direct supervision:
- Develop skills in policy research and interpretation to formulate advice and undertake compliance reviews in accordance with the Commonwealth Procurement Framework.

Develop contract and compliance reporting and administration skills.

Prepare and present data into appropriate formats (Word, Excel and PowerPoint).

Assist with quality assurance reviews and audits of contract data.

Use financial and compliance systems to assist clients.

APS5 Procurement Advisers will have the opportunity to undertake the following under supervision:
- Policy research and analysis to formulate advice and undertake compliance reviews in accordance with the Commonwealth Procurement Framework.

Contract and compliance reporting, administration, quality assurance and audits.

Run, analyse, and present data into appropriate formats (Excel, Word and PowerPoint).

APS6 Procurement Advisers will have the opportunity to undertake the following under limited supervision:
- Policy research and analysis to formulate and deliver complex advice and compliance reviews in accordance with the Commonwealth Procurement Framework and adapt it to solve problems and meet the business needs of clients.

Client relationship management and resolution to promote a client focused culture including troubleshooting and assisting clients to resolve complex issues.

Identify, communicate and report on compliance with the Commonwealth Procurement Framework.

Liaison with internal and external stakeholders to co-ordinate the delivery of legislative reporting requirements.

Apply strong attention to detail and quality assurance methods to produce high-quality written work and perform complex data analysis using financial and compliance systems and Excel.

Lead improvements in systems, processes, guidance, training and capability, including coaching junior staff where required.
APS4 Finance Advisers will have the opportunity to undertake the following under direct supervision:
- Assist with budgets, forecasts, reporting, reconciliations and routine analysis.

Support external budget, accounting, asset or reporting tasks under guidance.

Respond to routine finance queries and escalate complex matters.

Maintain records and support compliance with finance policies and procedures.

Use financial systems and Microsoft Excel to support team priorities and improvements.
APS5 Finance Advisers will have the opportunity to undertake the following under supervision:
- Support budget management, forecasting, reporting and financial analysis.

APS 6 Procurement Adviser

- Sound Commonwealth Procurement experience, including the ability to interpret and apply the Commonwealth Procurement Rules to identify risks and provide practical advice; OR

- Under section 22(8) of the Public Service Act 1999, employees must be Australian citizens to be employed in the APS unless the Agency Head has agreed otherwise, in writing. At PM&C to be eligible for this position you should be an Australian Citizen by the completion of the recruitment process, except under exceptional circumstances.
