Primary objective
The Director Business Intelligence is responsible for leading a team of technical experts in the end-to-end business intelligence (BI) and
data management functions for the Northern Territory Police Force (NTPF). This role is accountable for the development and delivery of
high-quality, effective business intelligence outputs that serve as the authoritative source of information. These outputs support evidence-
based decision making, performance monitoring, service planning, policy development, compliance with statutory obligations and
corporate governance.
Key duties and responsibilities
1. Manage the Business Intelligence function for the NTPF, providing strategic and expert advice across the agency on the management,
curation, dissemination, accessibility and use of agency data.
2. Lead the design, development, implementation, and evaluation of systems that support the integration of data for centralised holistic
reporting within the agency.
3. Manage a team of technical and business intelligence experts coordinating the design, development, implementation and maintenance
of high-quality Bl outputs such as data visualisations, reports, national data submissions and data models that support both operational
and corporate areas.
4. Manage the development and implementation of standards for new and existing data/reporting developments across the agency.
5. Develop and implement data-related frameworks and policies for the NTPF, in collaboration with key stakeholders such as Office of
Digital Government.
6. Foster a client-focussed service delivery culture by engaging stakeholders to ensure that data management solutions and Bl outputs
are effective, user-friendly, and comply with statutory requirements, policy guidelines, and standards.
7. Build and maintain strong professional relationships with service providers, contractors, consultants and project managers to ensure
that data and reporting considerations are factored into all stages of the system development lifecycle.
Selection criteria
Essential
1. Extensive experience leading a team of technical experts in the development and management of business intelligence, data
management, and end-user reporting services within a complex and politically sensitive environment.
2. Proven ability to work with ambiguous requirements and translate them into actionable solutions though effective questioning,
workshopping and use-case scenarios, demonstrating lateral thinking and creative problem-solving approaches.
3. High level negotiation and communication skills, with the ability to persuade staff, senior managers and senior executives to adopt
recommendations and cooperate, particularly in situations involving new challenges or conflicting interests.
4. Proven ability to manage the complex and time-urgent service-delivery demands of an operational front-line agency, including
managing high workloads with constantly changing priorities and limited direction.
5. Expert-level knowledge and experience in developing reporting solutions using various BI toolsets and contemporary data
management methodologies, including proficiency in programming languages used in Bl and database environments.
6. Well-developed understanding of client engagement and management principles, and the ability to produce a wide range of written
communications for executive staff and government.
Desirable
1. A relevant tertiary qualification, membership in professional bodies, and/or industry-accredited project management qualification is
highly desirable.
