Primary objective
Lead and manage the Custodial Operations Support Unit to deliver high-quality strategic advice, executive support, governance, reporting, policy
coordination and operational improvement initiatives across Custodial Operations. Provide expert advice and support to the Assistant
Commissioner Custodial Operations, Deputy Commissioner and agency executives, while maintaining oversight of ministerial, cabinet and
executive correspondence, strategic projects and organisational priorities.
Context statement
The Custodial Operations Support Unit delivers strategic advice, governance, executive support and organisational improvement initiatives across
Custodial Operations. The position supports the Assistant Commissioner Custodial Operations through leadership of strategic projects,
stakeholder engagement, ministerial processes and executive reporting in a complex operational environment.
Key duties and responsibilities
1. Lead and manage the Custodial Operations Support Unit, providing strategic leadership, direction and oversight to ensure the delivery of high-
quality executive support, governance and business services across Custodial Operations.
2. Provide expert strategic advice, analysis and recommendations to the Assistant Commissioner Custodial Operations, Deputy Commissioner
and executive leadership team on complex operational, organisational and emerging issues.
3. Lead and coordinate strategic projects, organisational improvement initiatives and business reforms that support operational effectiveness,
service delivery and agency priorities.
4. Oversee the preparation, review and quality assurance of ministerial, cabinet, executive and corporate correspondence, reports, briefings and
submissions to ensure compliance with government and departmental requirements.
5. Develop and maintain effective partnerships and stakeholder relationships across government, ministerial offices, external agencies and
industry groups to achieve organisational outcomes and support strategic priorities.
6. Represent Custodial Operations on departmental, interagency and whole-of-government committees, forums and working groups, providing
leadership and facilitating collaborative outcomes.
7. Drive a culture of accountability, continuous improvement, professionalism and high performance through effective people leadership,
workforce development and sound governance practices.
Selection criteria
Essential
1. Demonstrated experience providing strategic leadership and managing teams in a complex operational environment, including driving
organisational performance, continuous improvement and achievement of business objectives.
2. Extensive experience providing high-level strategic advice, recommendations and executive support on complex, sensitive and politically
significant issues, including governance, ministerial and corporate processes.
3. Highly developed interpersonal, communication and negotiation skills, with the ability to build productive relationships and influence outcomes
across government, ministerial offices, senior executives and external stakeholders.
4. Demonstrated ability to lead and deliver strategic projects, organisational improvement initiatives and business programs, including planning,
implementation, monitoring and evaluation.
5. High-level analytical, conceptual and problem-solving skills, including the ability to research, interpret complex information and prepare high-
quality reports, submissions, ministerial correspondence and briefing materials.
6. Demonstrated understanding of government processes, legislative and policy frameworks, and the ability to exercise sound judgement when
dealing with confidential, complex and sensitive matters.
Desirable
1. Tertiary qualifications in Business, Public Policy, Public Administration, Human Resources or a related discipline.
2. Postgraduate qualifications and/or significant executive-level experience, together with training or qualifications in leadership, project
management, program management or ministerial liaison.
