About the Department
The Department of Education (DE) leads the delivery of education and development services to children and students both directly through government schools and indirectly through the regulation and funding of early childhood services and non-government schools.
About the Victorian School Building Authority
The Victorian School Building Authority (VSBA) is part of the Department of Education and leads the planning, delivery and maintenance of education facilities across both schools and early learning settings. Established in 2016, it oversees one of Victoria's largest building programs, supporting the full education lifecycle from early childhood to secondary school. In response to Victoria's introduction of Two Years of Funded Kindergarten, the VSBA is working closely with the early childhood sector to deliver a significant pipeline of new and expanded kindergarten facilities, often co-located with schools.
The VSBA delivers four key priorities:

building and expanding schools and early childhood facilities to meet population growth.

planning, designing and constructing new facilities and upgrading existing ones to meet enrolment demand

modernising and maintaining school and early learning facilities through coordinated programs, expert advice and grants

engaging communities to ensure local input, transparency, and strong partnerships in project delivery
The VSBA brings together expertise in property, construction and project management, architecture, facilities maintenance, and education operations, alongside specialists in relocatable buildings, data and policy, finance, communications, and stakeholder engagement.
About the Division
The Asset Management and Operations Division helps schools maintain and manage their buildings and grounds. They also co-ordinate and deliver programs to ensure schools are cleaned and routinely maintained, and early childhood facilities are also maintained.
The Division includes the Asset Operations Branch, Asset Programs Branch and Maintenance Delivery Branch.
About the Role
This is a Fixed Term Full-Time role until 30 June 2028.
The Data Analyst role in the Commercial and Programs Office provides the maintenance team with analytical capacity, turning our procurement and contract security work into data we can see, report and act on. This is an analyst role focused on data and reporting, with procurement operations support as part of the work.
The key accountabilities for the Data Analyst are to:

build and maintain reporting on the contract security portfolio, tracking what is lodged, due and at risk, and supporting the migration of this work into Aconex.

develop procurement reporting across the branch, covering pipeline, spend, compliance, etc. using Power BI, Excel, or similar tools.

turn checklist and compliance information into measured, trackable data.
-
work across the branch's systems, including IPM, Aconex, SharePoint, Excel, etc. to keep data accurate and reporting reliable contribute to the team's day to day procurement operations as required.

provide backfill and surge support across these procurement functions to keep the team running during absences and peak periods.

The successful candidate must:

Demonstrate capability in data analysis and reporting, with proficiency in Microsoft Excel, Power BI, or similar reporting and visualisation tools.

Experience in procurement, contract management, or a regulated or compliance-driven environment, with the ability to quickly develop an understanding of our procurement frameworks.

Strong ability to work across multiple systems and transform complex or inconsistent data into accurate, meaningful, and usable information.

A collaborative team player who is willing to provide cross-coverage and contribute wherever needed to support team outcomes.
Ability to develop and maintain a working knowledge of the procurement frameworks under which we operate (including PDCMA, MD&I, and related policies and procedures) to effectively support

Desirable : considerable/demonstrated experience similar role within government

Flexible Work Expectations:
For full-time employees, the department expects 3 days per week in the office, in line with the VPS Agreement 2024. This role follows those same operational requirements: 3 in-office days, 2 remote (if full-time).
