Reporting to the Head of the Capital Program Management Office, this full-time permanent role sits within the Capital PMO team. As Manager PMO Reporting & Insights, you will lead a team of six developing, implementing, and improving processes and systems to provide the information and insights required to ensure that Melbourne Water’s capital investment program is effectively governed, managed and supported.
You will act as a senior strategic advisor, providing clear, executive-level insights to senior leaders, ELG and Board members, while engaging and partnering with key external stakeholders. The role plays a critical part in capital governance, investment planning and mapping, ensuring clarity on why investments are made and the outcomes they deliver, while enabling effective decision-making and transparency across the capital value chain.
This role oversees a dual-focus team responsible for both capital planning and reporting. The team plays a critical role in enabling the business to navigate governance frameworks, track capital performance, and deliver insights that inform executive decision-making.
In this role you will:
- To develop, coordinate production and maintenance of an accurate and robust business wide 10 Year Capital Plan.
- Develop Capital Reporting that supports Senior Management drive prudent and efficient delivery of Melbourne Waters Capital Program.
- Drive efficient Capital Delivery across the full capital value chain by establishing and maintain benchmarking standards for evaluating performance against best practice, evaluating delivery models, and program/project budget setting
- Driving the creation of high quality fit for purpose capital business cases.
- Identification and subsequent management of all capital business case requiring approvals from DECCA / DTF.
- Facilitation of project Post Implementation Reviews (PIR’s) including benefits realisation and management.
- Define, administer and facilitate Investment Logic Mapping process across MW
- Working closely with finance, legal and procurement teams to ensure compliance with MW policies and procedures as well as regulatory requirements including ensuring sound record keeping practices
- Foster a high performance and safe culture by setting clear goals and objectives, holding people accountable and effectively managing performance.
You are a commercially astute leader with a strong understanding of capital delivery environments and the ability to translate technical concepts into strategic insights.
- Experience in infrastructure-heavy environments such as water, utilities, mining, or large-scale infrastructure (water/catchment exposure desirable but not essential)
- Exceptional stakeholder engagement skills, with the ability to influence and communicate effectively across technical and executive audiences
- Strong leadership qualities including demonstrated experience in leading and motivating teams.
- Experience in project and program management, highly desirable that this be in a utility, infrastructure or complex manufacturing context.
- Demonstrated knowledge of the tools and processes utilised in a business intelligence function for the mining and analysis of structured data
- Experience in building, developing, and leading high performing technical teams and delivering outcomes in an environment with complex issues, programs, and stakeholders.
- Tertiary qualification in engineering, science or similar discipline.
- Commercial acumen, ideally supported by advanced business qualifications (e.g. MBA)
