Primary objective
Establish appropriate cost management frameworks and provide advice through effective cost attribution, financial control
and reporting, including forecasting, program budgets and cashflow monitoring for the Remote Housing Program.
Key duties and responsibilities
1. Establish and maintain program and project cost control frameworks, including budgets, cashflows, forecasts,
contingencies and cost work breakdown structures.
2. Monitor, analyse and provide high-level advice on financial and program performance, including cost attribution, budget
performance, forecasts, risks and emerging cost pressures.
3. Prepare clear and timely financial reports, dashboards, briefings and performance analysis to support planning, decision-
making and government priorities.
4. Support the development, implementation and continuous improvement of financial controls, reporting processes, and
data quality, including efficiency and earned value reporting where required.
5. Work collaboratively with internal and external stakeholders to ensure financial information is accurate and program
outcomes are supported.
6. Ensure activities are undertaken in accordance with relevant legislation, policies, delegations, governance requirements
and public sector values.
Selection criteria
Essential
1. Excellent knowledge of accounting principles and financial practices at an organisational and or program management
level, including financial and asset information system capabilities for programs and projects.
2. Demonstrated high-level experience in financial management, cost control, budgeting, forecasting and cashflow
monitoring within a complex program, project or capital works environment.
3. Highly developed analytical and problem-solving skills, including the ability to interpret complex financial and program
data, identify risks, trends and cost pressures, and provide evidence-based advice to support decision-making.
4. Demonstrated ability to prepare clear, accurate and fit-for-purpose financial reports, dashboards, forecasts and briefings
for senior stakeholders, using relevant financial and reporting systems.
5. Ability to understand stakeholder perspective, expectations and desired outcomes, particularly remote Aboriginal
communities, groups and organisations, and adapt communication, style and approach as required.
6. Highly developed communication, collaboration and influencing skills, with the ability to build productive relationships
across government and key stakeholders.
7. Demonstrated integrity, accountability and sound judgement in managing priorities and delivering outcomes.
Desirable
1. Tertiary qualification in accounting, finance, commerce, project management, construction management or a related
discipline.
2. Experience in a Program Management Office, infrastructure, construction, housing, capital works or public sector delivery
environment.
